Minutes of Monthly Board Meeting

Tuesday, June 13, 2023

 

Please Note:  These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order by Dan Truttmann at 7:04 pm.  The meeting was held in person and as a video conference on Zoom.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Marilyn Zipsie were present.  Verification of proper notice was given.

Public Comment-   There were no public comments.

Minutes of 05/09/2023 Town Board Meeting –  Minutes for the Tuesday, 05/09/2023 Town Board Meeting were reviewed.  Two necessary edits were noted. Dan Truttmann moved to approve the 05/09/2023 Town Board Meeting minutes pending two edits; second by Travis Leonard.  Motion carried.

Treasurer’s Report & Bills to be Paid-  The Treasurer’s Report was presented.  Dan Truttmann moved to approve the Treasurer’s Report and bills to be paid as presented; second by Travis Leonard.  Motion carried.

Patrolman’s Report-  Lance Moen reported grading and spreading approximately 468 tons of gravel in May, as well as continued mowing of ditches. Will need to re-mow parsnip before it goes to seed, especially on York Valley Road and Hay Hollow Road. Bill Kuenzi reports seeing Poison Hemlock and the need to mow it.

Weed Commissioner Report-  Aaron Gifford reports no new updates.

Plan Commission Report-  Dan reported the appointment and swearing in of John Knicker to the Plan Commission at the last meeting. Parcel divisions and land transfers were also addressed, which will be covered at this board meeting.

Chairman’s Report-  Dan Truttman gave an update on the Badger Road bridge project. Due to the emergent situation, the State of Wisconsin will cover 80% of the costs, Green County will cover 10% and Town of York 10%.  Dan also gave a summary of the WTA unit meeting which was held in Monroe.

Business Items-

High-Speed Internet Access with TDS:  Because of the Town’s upgrade in tech at the Town Hall, and to keep pace with doing more things online, Dan Truttmann made a motion to upgrade our current internet service with TDS to faster fiber internet; second by Aaron Gifford. Motion passed.

Moen Driveway Refund:  With inspection complete,Travis Leonard made a motion to issue $1,000 refund on the Moen Driveway; second by Dan Truttman. Motion carried.

Kuehnel Driveway Application:  W8836 State Hwy 39. Dan Truttman made the motion to approve the driveway application for W8836 State Hwy 39; second by Travis Leonard. Motion carried. Expected inspection before July town board meeting.

Hartwig Driveway Application:  Dan Truttmann made the motion to approve the driveway application for Parcel 414.5 off Hay Hollow Road; second by Aaron Gifford. Motion carried.

Parcel Division/Dwelling Unit Transfer – Leonard:  Motion was made by Dan Truttmann to approve the preliminary parcel division for Pete and Kristin Leonard  with one dwelling unit on the new parcel; second by Aaron Gifford. Motion carried.

Parcel Division/Dwelling Unit Transfer – Jason Rowley:  Motion was made by Travis Leonard to approve the preliminary parcel division for Jason Rowley with one dwelling unit on the new parcel; second by Aaron Gifford. Motion.carried.

Parcel Division/Dwelling Unit Transfer – Jason Rowley –  Motion was made by Travis Leonard to approve the preliminary parcel division for Brandon Orloff  with one dwelling unit on the new parcel..Motion carried.

Update on plow truck order, place order for plow equipment – Dan Truttmann made the motion to order new plow truck with the base price $139,531 with $118,893 in options; second by Aaron Gifford. Motion carried.

UTV Ordinance follow-up: Travis Leonard reports that route signs are up and Town of York responsibilities are complete.

Adjournment-  Dan Truttmann moved to adjourn; second by Travis Leonard.  Motion carried.  The meeting adjourned at 8:20 pm.
