Minutes of Monthly Board Meeting

Tuesday, December 12, 2023

Please Note:  These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order by Dan Truttmann at 7:06 pm.  The meeting was held in person and as a video conference on Zoom.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Marilyn Zipsie were present.  Verification of proper notice was given.

Public Comment – Dan Reeson suggested the previous fee schedule for services from 2006 be updated. April Prussia inquired about a liability waiver should the Town offer services such as plowing private lanes. Jason Rowley asked if recordings of meetings are on the website; recordings are not posted on the website. Tim Emond asked if it would be possible for residents to rent the Town’s plow for snow plowing; currently there is no policy for this.

Minutes of 11/14/2023 Town Board – Minutes for the Tuesday, 11/14/2023 Town Board Meeting were reviewed and approved by unanimous consent.

Treasurer’s Report & Bills to be Paid- The Treasurer’s Report and bills to be paid were presented. Dan Truttmann moved to approve the bills to be paid as presented; second by Aaron Gifford.  Motion carried. Travis Leonard moved to approve the Treasurer’s Report; second by Aaron Gifford. Motion carried.

Patrolman’s Report- Lance Moen reported it was a fairly uneventful month with routine brush cutting and the monthly trip to Monroe for aluminum recycling. A patch was made to front tire of tractor, and a small repair on the International plow. Three loads of ice chips and one load of salt was delivered. Staffing is in place for plowing season.

Plan Commission Report- April Prussia discussed soil classifications in relation to the proposed land division ordinance. Agricultural easements were discussed. The Plan Commission is awaiting further direction from the board on the land division ordinance.

Chairman’s Report- Dan Truttmann reports he has had a couple of complaints regarding light pollution from a heifer shed on Tyvand Road; Dan will contact the shed owner. The Plan Commission has previously discussed light pollution, and current ordinances do not apply to already existing structures; however, the Code of Country Living does encourage shaded lighting.

Business Items-

  • Proposed Resolution #2023-04 Appointing Election Inspectors for 2024-2025 term: Marilyn Zipsie nominated the following as election inspectors:  Heidi Hankley, Stephen Zipsie (political party nominee), William Kuenzi (political party nominee), Isaiah Carlson (political party nominee), Keith Steffen (political party nominee), Laima Rozkahlns, Kirk Krueger, Jill Gaskill, Elaine Grenzo. Dan Truttmann made the motion to approve nominees as presented; second by Aaron Gifford. Motion carried.
  • Jim Meuth Driveway Refund, W9416 Buckeye Road: Travis Leonard reports having inspected the driveway and that it looks good. Travis Leonard made the motion to approve the driveway refund; second by Dan Truttmann. Motion carried.
  • Jim Oasen Driveway Refund, W7696 Highway 39: Inspection was carried out by Dan Truttmann and Travis Leonard. Dan Truttmann made the motion to approve the driveway refund; second by Aaron Gifford. Motion carried.
  • Resolution on Agricultural Conservation Easements: April Prussia stated that because Wisconsin does not have USDA Agricultural Conservation Easements, no funding from the USDA is available to the Town. Travis Leonard expressed concern over the word “strongly” in the resolution. Dan Truttmann made motion to approve the Resolution on Agricultural Conservation Easements; second by Aaron Gifford. Motion carried.
  • Resolution Regarding the Land Division Ordinance: Using the Green County GIS data with overlay of soil data could be done at a cost, and could be done in Jan or Feb 2024. Revisions were suggested to the resolution. Dan Truttmann made the motion to pass the amended Land Division Ordinance Revision Resolution to be presented to the Town attorney for creation; second by Travis Leonard. Motion carried.
  • Fee Schedule: Creation of a new fee schedule for services such as plowing and grading was discussed. An hourly fee of $120 plus materials was agreed upon. A policy would need to be in place defining services and conditions on the approval of Town staff. Further research will be done with policy to be outlined in the future.
  • Amend 2023 Budget: Tabled until January 2024 meeting.
  • 2024 Budget Approval: Travis Leonard made the motion to approve the 2024 Budget as presented; second by Dan Truttman. Motion carried.

Adjournment- Dan Truttmann moved to adjourn; second by Travis Leonard.  Motion carried.  The meeting adjourned at 9:35 pm.
