Minutes of Monthly Board Meeting

Tuesday, February 13, 2024

Please Note:  These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order by Dan Truttmann at 7:01 pm.  The meeting was held via video conference on Zoom and in person.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Marilyn Zipsie were present.  Verification of proper notice was given.

Public Comment – There were no public comments.

Minutes of 1/9/2024 and 12/12/23 Town Board Meetings – Edited/corrected minutes for the Tuesday, 12/12/2023 Town Board Meeting were reviewed. Dan Truttmann made the motion to approve the corrected Board Meeting minutes from 12/12/23; second by Aaron Gifford. Motion carried.  Minutes for the Tuesday, 1/9/24 Town Board meeting were reviewed. Dan Truttmann made the motion to approve the minutes from the 1/9/24 Board meeting; second by Travis Leonard. Motion carried.

Treasurer’s Report & Bills to be Paid- The Treasurer’s Report and bills to be paid were presented. Note is made by Marilyn Zipsie that the Town has now moved to QuickBooks Online with Payroll. Direct deposit is also available with QuickBooks Online. Dan Truttmann moved to approve the bills to be paid and Treasurer’s Report as presented; second by Aaron Gifford.  Motion carried.

Patrolman’s Report- Lance Moen reported plowing for a significant snow event and cutting brush. A tire blew on the Ford truck and a tire went bad on the big truck. Used tires were obtained from Pomp’s Tire. The hose on the V plow is now fixed. Hoses on the big truck were replaced. The Town received three loads of ice chips and one load of salt.  Discussion by the Board regarding road work planned and culvert inventory.

Plan Commission Report- Dan Truttmann reported that the Plan Commission approved DUA transfers for Mark Muench. There was further discussion on the future DUA ordinance pending a draft from the Town attorney. The Plan Commission discussed the possibility of a dark sky ordinance.

Business Items-  

  • Mark Muench DUA Transfers: Travis Leonard made the motion to approve DUA transfers as follows: One DUA from parcel 230-320-0950-0200, land unit 05-027 to parcel 230-320-075-0220, land unit 04-039; two DUAs from parcel 230-320-068-0000, land unit 04-0005 to parcel 230-320-075-0200, land unit 04-039; three DUAs from parcel 230-320-068-0000, land unit 04-0005 to parcel 230-320-075-0210, land unit 04-039. Second by Aaron Gifford. Motion carried.
  • Eric and Kimberly Miller – Approve CSM Combining Lots: Dan Truttmann moved to approve a CSM combining lots 23-032-0503.0000 and 23-032-0503.0.600; second by Travis Leonard. Motion carried.
  • Farmland Preservation Recommendation to Green County LCD: Dan Truttmann moved to notify Green County LCD that the Town of York is in support of updating Farmland Preservation agreements; second by Aaron Gifford. Motion carried.
  • Deputy Clerk-Treasurer Position: The possibility of adding a deputy clerk-treasurer position was discussed. This position would enable a smooth transition to a new clerk-treasurer.
  • Sale of the V Plow: Sale of the V plow was discussed. Dan Truttmann made the motion to put the V plow up for sale; second by Travis Leonard. Motion carried.

Adjournment- Dan Truttmann moved to adjourn; second by Travis Leonard.  Motion carried.  The meeting adjourned at 8:05 pm.
