Minutes of Monthly Board Meeting

Tuesday, April 9, 2024

Please Note:  These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order by Dan Truttmann at 7:07 pm.  The meeting was held via video conference on Zoom and in person.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present.  Verification of proper notice was given.

Public Comment – Jason Rowley stated he was unable to join April 3rd Planning Commission meeting through Zoom link.  Dan Truttmann confirmed they experienced technical issues; suggested to call him if happens again so can make sure he has access.

Minutes of 3/12/2024 Town Board Meetings – Name spelling correction to be made in 2 places for Robert Helmeid.  Motion made by Dan Truttmann to approve the Board Meeting minutes; second by Travis Leonard. Motion carried.

Bills to be Paid- Bills to be paid were presented.  Brenda Hackbart noted that a description correction to check #11944 will be made in QuickBooks referencing Lance Moen instead of Eric Wild.  Motion made by Travis Leonard to approve the bills to be paid; second by Aaron Gifford.  Motion carried.

Treasurer’s Report – The Treasurer’s Report was presented.  Board requested Brenda Hackbart work on improving visual display of report as too small of print.  Motion made by Dan Truttmann to approve the Treasurer’s Report as presented; second by Aaron Gifford.  Motion carried.

Patrolman’s Report- Lance Moen reported repairs and maintenance to equipment, downed trees, ditches to clear, driveway grading and other cleanup from April 2nd snowfall, caulking or sealing needed on Town Hall exterior wall where meets cement; also reported increased ATV traffic on County Hwy H.  Discussed need for snow dam on roof above door to Town Hall and need for slip proofing metal plate under front door of Town Hall.

Plan Commission Report- Dan Truttmann reported that at the April 3rd Plan Commission meeting, the Town’s Attorney, Larry Konopacki, was present free of charge to discuss changes and questions on the proposed Land Division ordinance.  Dan Truttmann suggested future attendance by Aaron Gifford and Travis Leonard at next Plan Commission meeting for further discussion.

Business Items-

  • Andrew and Elizabeth Yost – Approve Driveway Permit: Discussion with Andrew and Elizabeth Yost regarding location of driveway; Andrew stating DOT indicated this is best option for driveway location, also referencing existing culvert. Payment of $1,800 made by Yost’s during meeting.  Motion made by Aaron Gifford to approve Driveway Permit for Yost on Highway 39 contingent upon Dept of Transportation’s approval; second by Travis Leonard.  Motion carried.
  • Approve road maintenance contracts with Green County: Dan Truttmann presented the road work estimates from Green County in paper form; not included in Board packet.  Motion made by Dan Truttmann to approve (see itemized list below) from Green County Highway Department for grand total of $104,106; second by Travis Leonard.  Motion carried.
        • Farmers Grove Road – Paver Patch $18,445 and Dura Patch $4,000
        • Yankee Hollow Road – Paver Patch $9,400 and Dura Patch $4,000
        • Vinger Road – Sealcoat $6,767 and Dura Patch $2,000
        • Gould Hill Road – Paver Patch $11,500 and Dura Patch $5,000
        • Sawmill Road – Sealcoat $23,194 and Dura Patch $3,500
        • Hay Hollow Road – Paver Patch $13,800 and Dura Patch $2,500
  • Pond Rose Estates: Cost of services provided for January 2024 snowfall is $125 x 1 hour, plus $50 in tailings; totaling $175 due.  Discussed concerns of damage to Town of York equipment which could result in services being down for remaining Town roadways, personal safety of Town of York employees, lack of clearly marked road boundaries and landscaping, and by providing this service it takes business away from private snow removal companies.  Postponed decision on increasing costs until later this year.
  • Approve Master Services Agreement with Vierbicher: Reviewed Town of York’s attorney suggested changes together digitally; not included in Board packet.  Dan Truttmann shared that the Town’s Attorney, Larry Konopacki, indicated acceptable for Board to approve tonight with minor additional changes may be made by York’s attorney and Vierbicher. Motion made by Dan Truttmann to approve conditional upon minor changes recommended by Town’s attorney; second by Aaron Gifford.  Motion carried.

Adjournment- Dan Truttmann made motion to adjourn; second by Travis Leonard.  Motion carried.  The meeting adjourned at 8:33 pm.
