Minutes of Monthly Board Meeting
Tuesday, May 9, 2023
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order by Dan Truttmann at 7 pm. The meeting was held in person and as a video conference on Zoom. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Marilyn Zipsie were present. Verification of proper notice was given.
Public Comment- Dan Truttman welcomed 2nd supervisor, Aaron Gifford to the Board.
Minutes of 04/11/2023 Town Board Meeting – Minutes for the Tuesday, 04/11/2023 Town Board Meeting were reviewed. Dan Truttmann moved to approve the 04/11/2023 Town Board Meeting minutes as presented; second by Travis Leonard. Motion carried.
Treasurer’s Report – The Treasurer’s Report was presented. Travis Leonard moved to approve the Treasurer’s Report as presented; second by Aaron Gifford. Motion carried.
Bills- Marilyn Zipsie presented bills to be paid. Dan Truttmann moved to accept the bills as presented; second by Travis. Motion carried.
Patrolman’s Report- Lance Moen reported he cleaned up downed trees. Mowing has started. Grated the Town Hall driveway, spread some gravel. Discussed prices of gravel. Fire extinguishers were checked and should be inspected and recertified. Road sign down on Badger Road. Road signs are in the shed; we need to get a pole.
Weed Commissioner Report- Aaron reports parsnip is out. Discussed noxious weeds notice.
Plan Commission Report- Dan reported Attorney Larry Konopacki came to the last meeting and discussed options for rewriting the land use ordinance. The plan commission will continue to work with him to work out details and logistics. There are two DU transfers to address tonight.
Business Items-
Appoint Weed Commissioner: Aaron Gifford was reappointed as weed commissioner for the Town of York.
Micah Heyer Driveway Permit application, formerly Marks Lane. Micah Heyer attended via Zoom and described the layout of the proposed driveway. Micah Heyer needs to change address for fire number with Green County. Dan Truttmann moved to approve the driveway application; second by Travis Leonard. Motion carried.
Brandon Kosharek driveway refund, W8097 County Hwy H – Dan Truttmann moved to approve the driveway refund; second by Aaron Gifford. Motion carried.
Review road maintenance bids and decide which roads to repair –
Top Priorities: Culverts. Two on Buckeye, Badger Road, Poplar Grove Road
- If the sealcoat was eliminated, we would be at $62,800
- Dan Truttmann moved to approve the following work orders, second Travis Leonard. Motion carried.
- 2603 Paver patching Postville Road $14,820
- 2604 paver patching Yankee Hollow Road, $26,280
- 2605 Buckeye Road, replace 2 culverts $7,450
- 2606 Badger Road, Culvert extensions $1,250
- 2607 Poplar Grove Road, culvert extension $500
- 2608 Durapatch various roads $12,500
Dwelling unit transfer from Pat O’Neill to Jason Rowley – No DUs were transferred at the time of purchase. Both parties were agreeable to the transfer; transfer was approved by Plan Commission at the last meeting. Dan Truttmann moved to approve the transfer of three DUs from Pat O’Neill to Jason Rowley; second by Travis Leonard. Motion carried.
Dwelling unit transfer – John Knicker wishes to move DU from parcel he already owns. Travis Leonard moved to approve the transfer of DU; second by Aaron Gifford. Moton carried.
Green County Emergency Management Hazard Mitigation Plan. Adopt the plan by resolution – Dan Truttmann moved to adopt, second by Travis Leonard. Motion carried.
Set date for Board of Review meeting to adjourn to a future date and set future date. BOR meeting to adjourn scheduled for June 6, 7 p.m. at the Town Hall. Future date for BOR is August 10, 7 p.m. at the Town Hall. Notice will be made.
Update on new Town Hall tech: Items have been shipped. Some items have arrived. Contact will be made with the installer. The goal is to have it operational by the June Town Board meeting.
Update on plow truck order, place order for plow equipment – Adjustments to the order were reviewed, which would increase the cost by $7,838.00. Travis Leonard moved to add stainless steel oil pan, galvanized frame and engine and emissions warranty bringing the total to $139,505; second by Aaron Gifford. Motion carried.
UTV ordinance follow up – Travis Leonard continuing to follow up with Green County.
Adjournment- Dan Truttmann moved to adjourn; second by Travis Leonard. Motion carried. The meeting adjourned at 8:52 pm.
