Annual Town Meeting

Please Note:  These Annual Town Meeting minutes are posted as draft-only to inform town residents of the topics addressed at the Annual Meeting.  These minutes are subject to review and possible revision at next year’s Annual Town Meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order at 7:00 pm by Chairperson Dan Truttmann.  The meeting was held in person and as a video conference on Zoom.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present, as well as several town residents present (Curtis Moen, Dave Erickson, Jason Rowley, Keith Wenger, Bev Hoesly, Bret Hoesly) and on Zoom (Jodi and Brian Bubenzer).  Verification of proper notice was given.

Agenda presentation- The agenda was presented.  Minutes for the Tuesday, April 18, 2023, Annual Town Meeting were presented by Brenda Hackbart.  Dan Truttmann moved to approve the minutes as presented; second by Travis Leonard.  Motion carried.

Swearing in of Board Members: Previously completed with signed oaths on file.

Set date for 2025 Annual Town Meeting- The 2025 Annual Town Meeting date was discussed.  Curtis Moen moved to set the date for the 2025 Annual Town Meeting to Tuesday, April 15, 2025, at 7:00 pm; second by Jason Rowley.  Motion carried.

2023 Annual Report and 2024 Budget- The 2023 Profit & Loss Budget vs. Actual Report was presented for approval.  Road repairs, Town Hall maintenance, mill rate and levy changes were discussed. The 2024 Budget was also presented.  Dan Truttmann explained there is a new plow truck on order, with unknown delivery date; otherwise, no major changes in 2024 budget.

Approve highway expenditures for 2024- Dan Truttmann shared 2024 budget amounts for highway expenditures.  Curtis Moen moved to approve $104,106 for 2024 highway expenditures; second by Dave Erickson.  Motion carried.

Other Business- Discussion initiated by Curtis Moen regarding UTV/ATV traffic and whether Town of York should extend UTV/ATV routes.  Will add to Town of York’s May Board meeting for further discussion and possible approval; noting that either a club or person needs to make request.

Curtis Moen requested clarification on Density Units Resolution, stating as it’s written currently is not resident nor community friendly and the decision to move forward with the resolution was made in haste.  Keith Wenger also questioned the process for transferring DUA’s for duplexes and how to locate information on the Town of York website. Brenda Hackbart provided visual demonstration for looking up DUA on website.

Dave Erickson mentioned how some towns lease versus purchase their equipment as a cost savings.

Adjournment- Curtis Moen moved to adjourn; second by Jason Rowley.  Motion carried.  The meeting adjourned at 7:44 pm with mention of Tornado Warning for Postville area.
