Monthly Board Meeting
Tuesday, July 5, 2022
Please Note: These Plan Commission meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order at 7:03 pm via zoom by Bethany Storm (Plan Commission Chair). The meeting was held via Zoom due to the storm and as a video conference on Zoom due to the COVID-19 pandemic.
Minutes of July 5, 2022, Plan Commission Board Meeting
Minutes for the Tuesday, June 7th, 2022, Plan Commission Meeting were presented. Dan Truttmann moved to pass the June 7th, 2022, minutes; second by Bethany Storm. Motion carried.
Roll Call taken by Cynthia Brown (Plan Commission Secretary). Members in attendance: Bethany Storm, Cynthia Brown, Arlo Paust, Dan Truttmann, and Aaron Gifford. Others in attendance: Town Board Member April Prusia.
Public Comment: None
New Business:
Plan Commission Report: Discussion of Town of York Ordinances.
1) Dark Sky Ordinances: Discussion of the need for new lighting shielded, switched, not dusk to dawn, ag use exemption. Dan Truttmann suggestion is to look at other towns version and get ideas to apply to our town needs.
2) Driveway Permit Ordinances: Discussion of the Town of York Ordinances for Driveway Permits. Bethany Storm suggests a way to keep the requests for driveway permits with new building to be closer to the roadway. Bethany Storm also reported that this would allow and maintain grasslands bird’s habitat to thrive and maintain land use. Aaron Gifford disagreed with a 200 feet allowance for driveways. Dan Truttmann would like to consider a tool to regulate the approval and driveway inspection process, Arlo Paust mentioned there of construction some are (currently grandfathered) and to make a list of ways to achieve our current goals. Dan Truttmann comments on clarification, specification changes as needed, specifications for potential new roads in subdivisions, and possibly talking with an engineer on correct specifications (ambulance turn arounds, etc.); that we pass our ideas to attorney for guidance and the regulatory process to consider the town current land use ordinances. Dan will call the attorney for guidance.
3) Building Permit and Land Use Ordinances: The Plan Commission also discussed procedures for approving driveways during early construction phase, and building permits, including the patrolman possibly fulfilling those duties, and an erosion control plan. Discussion on minimum size of the home, and the use of and allowance of mobile homes, campers etc.; in the town of York. Dan Truttmann and Bethany Storm will consider new procedure with the building inspector.
