Annual Town Meeting
Tuesday, April 20, 2021

Please Note: These Annual Town Meeting minutes are posted as draft-only to inform town residents of the topics addressed at the Annual Meeting. These minutes are subject to review and possible revision at next year’s Annual Town Meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order at 7:35 pm. The meeting was held in person (with social distancing) and as a video conference on Zoom due to the COVID-19 pandemic. Chairman Steve Van Hout, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, and Clerk-Treasurer Jessie Schlumpf were present, as well as several members of the public. Verification of proper notice was given.

Agenda presentation- The agenda was presented. Minutes for the Tuesday, April 21, 2020 Annual Town Meeting were presented, with discussion on the Volvo excavator/mower purchase, work to be done with the excavator, and our savings doing this work (mowing, trees, dig for culvert replacement). Dan Truttmann moved to approve the minutes as presented; second by Steve Hermanson. Motion carried.

Set date for 2022 Annual Town Meeting- The 2022 Annual Town Meeting date was discussed. Steve Hermanson moved to have the 2022 Annual Meeting April 19 at 7:30; second by April Prusia. Motion carried.

2020 Annual Report- Jessie Schlumpf presented the Profit & Loss Budget vs. Actual Report for 2020 (presented and approved at the 3/09/2021 Board meeting). Items discussed: election expenses (Deputy Clerk, town hall door, and drop box — covered by Cares Act and Route to Recovery funds); Blanchardville Fire Dept. expense; road expenditures/inspection; bridge inspection; equipment. Dan Truttmann moved to approve the 2020 Annual Report; second by Steve Hermanson. Motion carried.

Swear in new Chairperson, First Supervisor and Second Supervisor- Steve Van Hout swore in Travis Leonard (Second Supervisor), April Prusia (First Supervisor) and Dan Truttmann (Chairperson).

Announcements- Green County Clean Sweep notice will be posted on the website. Board meetings going forward will be held in person (social distancing will be practiced), with Zoom phone-in capability. Open Book will be held on Monday, May 10, 2021 from 9:00 AM to 11:00 AM at the Town Hall; Board of Review will be held on Monday, May 17, 2021 from 6:00 PM to 8:00 PM (the combined notice has been posted to the website).

Steve Van Hout stressed the importance of road inspection and maintenance for receipt of government funding. Jessie Schlumpf mentioned anticipated ARPA funds (no definite dollar amount at this time) to apply toward Green County tax collection expenses. Steve Hermanson, Travis Leonard, and Dan Truttmann discussed the Town’s road equipment and safety/maintenance measures for that equipment. Steve Van Hout brought Jessie Schlumpf’s appointment date to the attention of the new Board (for yearly review purposes and/or continue appointment term, change length of term). Jessie Schlumpf reported on insurance incidence reporting for missing road signs; sign replacement and reflectivity was discussed.

Adjournment- Dan Truttmann moved to adjourn; second by Steve Hermanson. Motion carried. The meeting adjourned at 8:27 pm.
