Budget Hearing

Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order at 7:30 pm. Town Chairman Steve Van Hout, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Calrson, Clerk Heidi Hankley, Patrolman Wayne Bue and resident David Higham were present for all three meetings.

Verification of proper notice: The Budget Hearing and Special Town Meeting to Adopt the Tax Levy were posted on the Town website, the three posting places in the town, as well as the recycling center, on November 4th, 2019. The agenda for the Town Board Special Meeting was posted on the Town website and the Town Hall on November 17, 2019.

Budget Presentation and Discussion: Ann Carlson presented the budget with a proposed levy of $243,225, total income of $379,719, total expenditures of $345,750, and a net income of $33,969. Steve Van Hout made a motion to accept the budget as presented by Ann, Second by Tim Czerwonka, motion carried.

Adjournment: Steve Hermanson moved to adjourn the meeting, second by Tim Czerwonka, Motion carried and meeting adjourned at 7:40 pm.

Special Meeting to Adopt Tax Levy

The meeting was called to order at 7:40 pm

Tax Levy: David Higham made a motion to approve the 2019 payable in 2020 tax levy of $243,225. Second by Ann Carlson, motion carried.

Highway Expenditures: Steve Hermanson made a motion to approve highway expenditures of $85,000 in 2020, second by Steve Van Hout, motion carried.

Adjournment: Steve Hermanson made a motion to adjourn, second by Steve Van Hout, meeting adjourned at 7:45 pm.

Town Board Special Meeting

The meeting was called to order at 7:45 pm.

Issues with new plow truck: Steve Hermanson reported on two problems he and Travis are having with the new plow truck. First of all, when the truck speed reaches 15 mph, the snow kicked up by the plow blade creates a white-out condition for the driver, forcing them to slow way down or stop, creating a safety hazard. Second, the plow is quite aggressive and catches on paver patching and other irregularities in the road surface, causing the truck to jar, one time hard enough to crack the windshield. Steve and Wayne took the truck down to Monroe Truck for inspection and to discuss ways of improving the situation. Monroe Truck suggested modifying the existing plow by adding shoes to the blade and adding belting to deflect the snow away from the windshield. Steve and Wayne also priced out buying a Western plow setup to replace the current plow, as well as the cost of buying a larger plow truck to replace the Ford 550 if necessary.

The board decided to try the shoes and belting to see if the performance of the Ford 550 improves. Steve and Wayne will continue to research costs and options for a larger truck if needed.
