Regular Town Board Meeting
March 9, 2010
The meeting was called to order at 8:02 P.M. Present were Chairman Dan Reeson, 1st Supervisor Dan Truttmann, 2nd Supervisor Steve Hermanson, Treasurer Nathan Ula, and Clerk Nancy Anderson along with six concerned citizens. Verification of proper notice was given. Dan Truttmann move to approve the February minutes, Steve Hermanson 2nd. Motion carried.
Bills– Dan Truttmann move to approve a bill for chips for $557.34, Dan Reeson 2nd. Motion carried.
Patrolman’s Report– Wayne Bue posted weight limit signs on town roads. Shed rental of $50 per month or $300 for six months will be sent to Dennis Thompson for housing the grader. Bob Bergman and Wayne ordered a hydraulic tank for $400-$450 without freight. All the fittings are
exactly like the original one. On the matter of the shed, it needs to be emptied before bids can be let out for repairs. It is still half full of salt and tailings, and Wayne ’s not sure when it will be available. Wayne suggested that the town purchase blocks $20 – $25 apiece to make a 3 sided shed just for salt. The County has a similar shed with a cement pad. Steve will take a look at that one before we make a decision.
Treasurer’s Report– Income for the month was $262.19 for interest on account. After paying all bills and payroll, the balance as of March 9th was $162,949.70.
Plan Commission– Ekum Abstract – Track Land Divisions– Rick Maliszewski from Ekum and Title Co. appeared before the Commission with two proposals on keeping track of land transfers. The first is through quarterly reporting to the Town for a $500 setup fee then $200 per quarter. Another proposal costing between $5000-$6000 as a one time cost would attach memos to each parcel pertaining to a variety of things – land transfers and fees, driveway permits, etc. In the event land transfer fees cannot legally be collected, it may be possible to collect a vehicle tax fee or some other fee instead.
Chuck Guerink Land Plat– Chuck Guerink brought his land plat to the table for approval. He will develop his subdivision in two phases under the Tier 1 rules. Dan Truttmann does not support this idea and would prefer the Tier 2 status. After discussion Steve Hermanson move to approve the Land Plat, Dan Reeson 2nd. Steve Hermanson yea, Dan Reeson yea, Dan Truttmann nay. Motion carried.
Hire Legal Counsel for Ordinance Amendments– The Plan Commission isn’t ready for this step yet.
Public Comments– Dean Haag brought a petition signed by all residents on Kuenzi Lane concerning junk vehicles in his neighborhood and would like to see an ordinance adopted to address this maatter. Steve Hermanson will check with the County to see if they have an ordinance for this situation.
Old Business–
Purchase tax accounting software– Dan Reeson move to purchase Town Hall software for $1098 with an annual update fee of $198, Steve Hermanson 2nd. Motion carried.
New Business–
Karen Hughes-Recycling– Karen would like to be able to close one gate, check drivers’ licenses, the actual trash and recyclables brought to the facility, and to explain what is recyclable before people enter. The Board will set aside several Saturdays for this inspection and hire another supervisor sometime soon, maybe April or the beginning of May. In the meantime, Dan Truttmann will try to acquire some signs.
Dallas Cecil Letter-Replacement of Poplar Grove Rd. Bridge– If the Town would like to proceed with the bridge replacement, the paperwork needs to be done soon. The State would like applications for engineering, cost sharing, and all aspects of the bridge replacement. Dan Reeson will talk with Dallas to see what the cost sharing would be.
Property Tax Collection Service– Contract information was distributed to the Board to review and decide whether or not the Town would be interested in the service. The cost is $.85 per parcel. The matter will be taken up at a later date.
Open Book and Board of Review– Gregory Gardiner told Nancy that York would be last or near last for both open book and board of review. The assessor is currently visiting properties and many homeowners have questions, so things are moving along very slowly. We may have Board of Review in June. Greg will get back to us on that.
Junk Vehicle Ordinance– Dan Truttmann would be in favor of a public nuisance ordinance which could cover the vehicle matter along with vermin, exotic animals, noxious weeds, entrapment, and so on.
Driveway Refund– Aaron Digman- Steve Hermanson move to approve a driveway permit for Aaron Digman, Dan Reeson 2nd. Motion carried.
Adjournment– Dan Truttmann move to adjourn, Steve Hermanson 2nd. Motion carried.
