Regular Monthly Board Meeting
Tuesday, May 9th, 2012
8:00 P.M.
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Dan Truttmann, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson. Verification of proper notice was given. Dan Truttmann move to approve the April minutes, Steve Hermanson 2nd. Motion carried.
Treasurer’s Report– Ann Carlson presented the January through April Profit & Loss Budget vs. Actual plus the April Profit & Loss Statement.
Bills– Wayne Bue presented some small bills from Lakeside International for truck maintenance. Dan Reeson move to approve the bills, Steve Hermanson 2nd. Motion carried.
Patrolman’s Report– Wayne is trimming brush on York Center Rd. and then will haul gravel to town lanes. A tree branch had fallen onto the truck fender and cracked it. Wayne presented 3 estimates to have it repaired.
Plan Commission– Dan Truttmann reported that Terri Nipple was installed as a member of the Plan Commission for a three year term. The PC continues its work on parcel tracking. Brian Bubenzer is trying to line up some students from UW to help with this project once a plan is developed. It would be best if the majority of the work could be done on campus, thus eliminating commuting expenses. Dan Truttmann also commented that Farmland Preservation zoning will be discussed at the next FLP meeting on Thursday, May 17th at 7:00 P.M. at the Justice Center.
Public Comments– None.
Old Business
Driveway Ordinance Amendment– The Board has decided to leave item (e.) under General Provisions mostly the same, only clarifying that this fee is for a residential driveway application. Therefore, Dan Truttmann move that item (e.) will read as follows: Fees: A non-refundable fee of $800 must be submitted with each residential driveway application. This non-refundable fee will be distributed as follows: $300 will cover the Town Board’s inspection costs and $500 will be deposited into the Town of York Rural Land Conservation Program Account. In addition, a refundable fee of $1000 will be submitted with each driveway application. This refundable fee may be in the form of a personal check, surety bond, or cash bond. This fee or part thereof may not be refundable should there be damage to the Town Road during any phase of driveway construction or if cost of inspection by the Town Board exceeds the $300 non-refundable fee. Bonds may be required, at the board’s discretion, for large projects. Steve Hermanson 2nd the motion. Motion carried.
Ordinance to Extend Officer Terms– In response to a change in election laws and dates, it has become necessary to extend Board terms for one (1) full week, so that the regular term will now expire on the third Tuesday in April, rather than the second Tuesday in April of odd years. Dan Truttmann move to extend the term for one week, Dan Reeson 2nd. Motion carried.
Landscaping– Dan Truttmann will have Scott Jelle look at our property, remove an unsightly tree and several old shrubs, and make suggestions for new plantings.
New Business
Road Repairs– Pete Koch from the Green County Highway Commission led the Board through its findings on needed repairs. Paver Patching and other work will be done this year at a cost of $62,037.00. Sealing both North Postville Rd. and Sunnyside Road will be considered next year.
Driveway Permits– John Timura- Dan Reeson move to approve a driveway access permit to John Timura on Sawmill Rd., Dan Truttmann 2nd. Motion carried and $1800.00 collected.
Gary Carls-(Hwy 39 near the York Church)- Dan Reeson move to approve a driveway access permit for Gary Carls, Steve Hermanson 2nd. Motion carried and $1800.00 collected.
Dave Laurent- Dan Reeson move to approve a driveway access permit for Dave Laurent, Dan Truttmann 2nd. Motion carried and $1800.00 collected.
Adjournment– Dan Truttmann move to adjourn the meeting, Steve Hermanson 2nd. Motion carried. The meeting adjourned at 9:50 P.M.
