Regular Monthly Board Meeting
Tuesday, October 13, 2015
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, Clerk Nancy Anderson, Patrolman Wade Jones. Verification of Proper Notice was given. Steve Hermanson move to approve the September minutes, Tim Czerwonka 2nd the motion. Motion carried.
Treasurer’s Report– Ann noted that our current levy was reduced by $12,833.16 due to omitted taxes from 2012 and 2013 that were paid and needed to be distributed between the New Glarus School, MATC, Green County Treasurer, and the State of Wisconsin. The Town’s portion was $839.00.
Bills– Nancy and Wade presented bills to the Board for this month. Dan Reeson move to approve the bills, Steve Hermanson 2nd the motion. Motion carried.
Patrolman’s Report– The Freightliner truck is currently up for sale on the online “Wisconsin Surplus Auction”site. Our new International truck should hopefully be ready for work by the end of this month. Wade is currently mowing, but had to temporarily stop for mower welding repairs. Some rewiring was done on the old International truck. Trees on Buckeye Road are hanging over, remain a problem, and need to come down. Green County will be contacted for this work. New road patches on Gould Hill Road are failing. Dan Reeson will contact the highway department.
Driveway Permit–
- Bill and Barb Liegel- A small building housing a bathroom and kitchen and measuring 720 sq’ has been put up on the Liegel property, but does not meet the minimum required square footage of 750 sq’ and needs a variance. Steve Hermanson moved to approve the variance of 30 sq’ on the Liegel property to meet the minimum 750 sq’ requirement, Dan Reeson 2nd the motion. Motion carried. Steve Hermanson move to approve a driveway permit for Bill and Barb Liegel, Tim Czerwonka 2nd the motion. Motion carried and $1800.00 collected.
Plan Commission–
- Report on CAFOs-The Plan Commission heard a presentation by Bethany Emond Storm about large animal dairy facilities known as CAFOs and the damage that they can cause. The PC is interested in learning more about this in the next several months.
Public Comments-The Town has received a copy from the archives at the Wisconsin Historical Society of the location of catalogued burial sites at the Green Prairie Cemetery. A copy can also be found at the Green County Register of Deeds. Dan Ziehli-Relief Snow Plow Drier/Brush Cutter- Dan has indicated that he would be interested in being a relief snowplow driver for the coming season and will also be available for brush cutting.
Old Business
- Recycling-Mirror Hang Tags– On Saturday, October 10th, 158 recycling tags were distributed for citizens to display when entering the recycling facility. Distribution will continue for the next three Saturdays in October.
New Business
- Ron Erickson-New Glarus Fire District Budget– Ron Erickson told the Board that an increase of 3.7735% for the coming year is necessary because of the need to replace firefighters’ protective clothing such as coats and pants. Steve Hermanson move to approve an increase of 3.7735% over last year’s New Glarus Fire District budget with the Town’s portion being $13,482.75, Tim Czerwonka 2nd the motion. Motion carried.
- Steve Pillings-Blanchardville Fire/Rescue Department Budget– Steve Pillings presented the 2016 ambulance budget noting that they are needing a new ambulance in 2016, wages need to be increased to attract young people to serve as EMTs., plus insurance premiums continues to rise. The fire department also is in need of a new truck and again insurance premiums continue to go up. This will result in an increase of 5% for the Town of York. Tim Czerwonka move to approve an increase of 5% for the Fire/Rescue Department budgets, Steve Hermanson 2nd the motion. Motion carried.
- 2016 Budget Plan-The Board reviewed the budget noting where some accounts may decrease and others may need to increase. Ann made some adjustments and will present the new 2016 budget at the November meeting before it is presented to the public at a hearing later in November.
- Review and Amend Recycling Ordinance-Tim and Nancy presented ideas and suggestions for updating the recycling ordinance to include language addressing non-acceptance of construction and remodeling materials, depositing all recyclables into the commingle containers, and also enforcement of the new requirement to display a mirror hang tag when entering the recycling area. Dan Reeson move to amend and update the Recycling Ordinance and send it to a public hearing in November, Steve Hermanson 2nd the motion. Motion carried.
- Schedule Budget Hearing and Public Hearing for the Recycling Ordinance amendments-Steve Hermanson move to schedule a budget hearing and public hearing to amend the Recycling Ordinance for Tuesday, November 24, 2015, Tim Czerwonka 2nd the motion. Motion carried.
Driveway Refund– Mike Byers (York Heights)- Dan Reeson move to approve a driveway refund of $1000.00 to Mike Byers, Steve Hermanson 2nd the motion. Motion carried.
Adjournment– Steve Hermanson move to adjourn the meeting, Tim Czerwonka 2nd the motion. Motion carried. The meeting adjourned at 10:15 P.M.
