Plan Commission Monthly Board Meeting
August 7, 2018
8 p.m.
The August 7, 2018 meeting of the York Township Plan Commission was called to order by Chairman
Curt Moen at 8:10 P.M. Plan Commission members present were Moen, Marselino Miranda, Linda
Yates, Bethany Storm, and Terri Nipple. Also attending the meeting were Ana Larramendi, Jeff and
Cheryl Gahan, Connie Fox, Bob and Toni Seitz, Alexis Harris and Tim Czerwonka.
The secretary’s report was read. Miranda motioned to accept the minutes as read. Storm seconded the
motion. Motion passed.
New Business
Moen attended the Town Board Meeting held on August 15. Recently a resident had
noticed that his Dwelling Unit Allotment on the Township Dwelling Allotment Data base had not been
updated. Moen learned at the Board meeting that there had been a communication problem regarding
an electronic “drop box” that Dawn Doran was using. The Township Webmaster, Todd Carlson, plans to
correct the issue. Moen also told the Plan Commission that Parcel Maps would be removed from the
Township website. Maps can still be seen on the Green County Website. All information regarding the
parcels will still be on the Dwelling Unit Allotment Data Base.
Dawn Doran had sent an e-mail questioning what codes to use on the Dwelling Unit Allotment Data
Base. The Plan Commission wants to use Tax Parcel Numbers, Density Units Available and Density Units
Used. We also want to keep the TOY (Township of York) Flag.
Robert and Antonia Seitz-Two (2) tax parcels are being sold as one (1) parcel. The parcel numbers are
23032-04401100 and 23032-04370200. The parcels are 22.7 acres and 7.73 acres. No additional
dwelling unit allotments were being transferred. The new owners will be Troy Krueger and Kayla Tyson.
Storm motioned to approve the transfer, seconded by Yates. Motion passed.
Ed and Connie Fox-Fox brought a CSM which proved that their land division occurred prior to 2004,
therefore, the parcel should have one (1) dwelling unit allotment. Storm motioned that tax parcel #
23032-20000 receive one (1) dwelling unit allotment. (Dawn Doran needs to be notified.) The motion
was seconded by Miranda. Motion passed.
Jeff and Cheryl Gahan-The Gahan’s are selling a parcel to Renee May and Bryan Ritchards (CSM# 2654
was brought in). The 4.74 parcel # 23032-04561000 has one (1) dwelling unit allotment also being
transferred. Miranda motioned to accept the transfer from Jeff and Cheryl Gahan to Renee May and
Bryan Ritchards . Storm seconded the motion. Motion passed.
Ana H. Larramendi-Larramendi is a requesting a conditional use permit to convert a second garage on
her property into a workshop space for an in-home business on her property located at N8809 Badger
Road (Thistle Hill Road Association), Blanchardville, WI 53516. Larramendi stated that she has approval
from her neighborhood association and has been in contact with Connie Thorson, Green County Zoning
regarding septic specifications. The proposed business is a quiet activity. Her property is 8 acres. Moen
and the Plan Commission told her that she should get written permission from her
homeowner’s association. We also told her that she should designate some handicap parking
and make sure her parking area does not obstruct traffic on Badger Road nor anyone else's
property. Ana indicated that her facilities have heat and air conditioning but no kitchen or rest
rooms. She felt that workshop attendees could use her rest room in her adjacent home. She
was planning to make sure that type of use would be within her septic specifications. Upon
inquiry, she indicated that the garage she is planning to use is handicap accessible; however,
there is a step into her home. We told her that if she planned to allow people to use her
restroom, she would need to build a ramp. She also stated that her clients would be asked to
bring their own lunch. We also mentioned that she could use catering.
Storm made a motion to forward her request for a conditional use permit to the Town Board.
Miranda seconded the motion. Motion passed. (Moen requested that the reservations and
concerns discussed by the Plan Commission be sent to the Town Board; Nipple sent an e-mail
with the information presented in the minutes to Nancy Anderson, Town Clerk.)
Moen also informed the Plan Commission that Larry Klosterman has approached him about a
possible land division.
Old Business
Regarding Driveway Bridge Specifications, Storm stated that if you cross a
navigable stream, you have to involve the DNR. Discussion will continue at the September
meeting to be held on September 4, 2018.
Miranda made a motion to adjourn, seconded by Storm. The meeting was adjourned by
Chairman Moen at 9:18 P.M.
