Plan Commission Monthly Board Meeting

The June 7, 2016 meeting of the York Township Plan Commission was called to order by Brian Bubenzer at 8:02 P.M. The meeting had been legally posted on the York Township website and at the York Town Hall. Chairman Moen arrived shortly after the meeting began. He had been attending another community meeting. Other Plan Commission members in attendance were Bubenzer, Terri Nipple and Marselino Miranda. Others in attendance were Blatamir Bulat and Steven Drevlow, Jeff Ihm and Nana Schowalter.

The minutes of the May 3 meeting were read and corrected. Miranda made a motion to accept the minutes as corrected, seconded by Nipple. Motion passed.

Old Business

  • A discussion was held regarding the status of Land Division/Development and Transfer Data Base Updates. These updates need to be e-mailed to Dawn Doran so that she can make the changes. Nipple agreed to update Doran with the information.
  • In other old business, Marselino Miranda reported on the Land Tract Web Mapping training that he and Linda Yates had attended at Blackhawk Technical College. An informational handout from the meeting was shared with each Plan Commission member. Bubenzer thanked Miranda for attending. The Plan Commission also appreciates Linda Yates’s attendance at the training.
  • Blatamir Bulat is requesting permission to make a home out of a barn on his property. A CSM was presented and Moen approved advancing them to the York Town Board. They have one dwelling unit allotment on this property. They also want a driveway permit. They were told to obtain the proper forms from the website and call the Town Clerk to be on the agenda for the next Town Board meeting.
  • Jeff Ihm-Century 21 Realty was present representing Reichling Farms, who purchased a property a year ago and now wishes to sell 35 acres and a dwelling. A variance on the provision in the Land Division/Development and Transfer Ordinance, which prohibits purchasing land with the intent to subdivide within five years was discussed. Bubenzer made a motion to advance the proposal to the York Town Board with a positive recommendation for the variance. Seconded by Miranda. Motion passed. No more divisions or dwelling units can be built on this property for four more years. Ihm has been asked to return to the Plan Commission in July with the proper forms and a copy of the CSM. In an unrelated issue, the party is also requesting a drive way permit off of Buckeye Road.
  • Nana Schowalter, representing the RLCC, reported to the Plan Commission that they plan to do an ordinance regarding CAFO’s. They have printed copies of the Science Document and Recommendations so that they can continue with this project. The cost was $180.29-a figure that they are asking reimbursement for. Bubenzer made a motion with a positive recommendation, to advance the request for funding the document. Seconded by Miranda. Motion carried. This charge includes one copy for each of the five members of the RLCC.

As there was no Public Comment, Moen moved to adjourn; seconded by Bubenzer. The meeting was adjourned at 9:20 P.M.

The next meeting of the York Township Plan Commission will be on Tuesday, July 5, 2016.
