Minutes of the York Township Plan Commission Meeting, Wednesday, November 4, 2020
The November 4, 2020 meeting of the York Township Plan Commission was called to order on Zoom/Video Conference at 7:06 p.m. by Chairperson Bethany Storm. Storm verified that the meeting was legally posted on townofyork.org and at the York Town Hall.
Roll call was taken by Terri Nipple, acting Plan Commission Secretary. Members in attendance on zoom were Storm, Linda Yates, and Nipple. Other attendees also on zoom were Cynthia Brown and Ron Strommen.
The secretary’s report of the October 6, 2020 meeting was read by Nipple. Yates moved to approve the minutes, seconded by Storm. The motion passed.
New Business:
Cynthia Brown lives in the Town of York and has been appointed by the York Town Board to be a member of the York Plan Commission. Brown was sworn in by Chairperson Storm. Nipple asked Brown to introduce herself to the Plan Commission. The Plan Commission learned that Brown is a recently new resident of York Township and is a nurse who works as a health care director in Madison, WI. The York Township Plan Commission welcomes Cynthia Brown to the Plan Commission. Brown will also serve as Plan Commission Secretary.
In other new business, Ron Strommen attended the meeting via zoom to request a land transfer of a parcel of less than one (1) acre (parcel #2303204472200) to Thomas Mosgaller and Donna McDowell. The CSM # is 5366. No dwelling unit allotments transfer with this transaction. Nipple motioned to refer the request to the York Town Board for their approval. The motion was seconded by Yates. Motion passed.
In a separate transaction, Strommen wishes to transfer 42 acres (more or less) to Wayne and Jeannette Klosterman. The parcel #’s are 2303204472200 and 230320453000. CSM #5365. Strommen will be transferring one (1) dwelling unit allotment with this parcel. Strommen will retain 13 dwelling unit allotments. Nipple made a motion to advance the land transfer to the York Town Board, seconded by Yates. Motion passed.
Chairperson Storm told the Plan Commission that she had no other new updates to report.
Regarding the agenda item “Procedures for governing Ordinance #16-03”, Storm will approach the Town Board with a request for the Board to outline for the Plan Commission a procedure that they would like the Plan Commission to use regarding changing the Land Division/Land Transfer form. Potential sellers have requested that the Township simplify the process for land owners who only wish to transfer ownership of a lot or parcel with no land division as part of the transaction. Currently all land transfers are expected to appear before the Plan Commission.
Old Business:
Following discussion, the Plan Commssion agreed that we need to do a five year review of the Comprehensive Plan. The Plan Commission will follow guidance by the chairperson on reviewing it gradually over future meetings and will table making any changes until the new census data is in.
No other old business was brought up.
