Town of York Plan Commission
November 7, 2012
The November 7, 2012 meeting of the York Plan Commission was called to order at 8:07 P.M. by Curt Moen, President. Curt certified that the meeting had been legally posted. Roll call was taken. Plan commission members present were Curt Moen, Todd Larson, Heidi Hankley and Terri Nipple. Also attending the meeting were Dan Reeson, and Larry and Janell Friedrich.

The secretary’s minutes of the October meeting were read by Terri Nipple. Heidi moved to approve the minutes and the motion was seconded by Todd Larson. Minutes were approved as read. A special meeting was held on October 23, 2012. These minutes were read. Heidi moved to approve them and the motion was seconded by Todd. The minutes of this meeting were approved.

Dan Reeson informed the York Plan Commission that he is planning to buy approximately 40 acres from Elizabeth Bowen. Dan is wondering if there are two density units with this plot. Heidi will check on this for the next meeting. No action was taken.

Dan Reeson also appeared on behalf of Bob Bergman. Bob is requesting a quit claim deed for a parcel less than one-half acre. A copy of a warranty deed was presented. The commission discussed the request and concluded that the York Town Plan Commission did not want to set a precedent regarding requests such as this. The matter was referred to Dan Reeson to ask the York Town Board if there is a precedent regarding quit claim deeds.

Larry and Janell Friedrich were in attendance as a follow-up to the special meeting held on October 23, 2012. They plan to sell 212.23 acres and transfer one density unit with this parcel. They will be retaining fifteen density units on the 123.03 acres that they will continue to own. This information will be written in the deed. The commission thanked the Friedrichs for keeping them informed of density units and for the Friedrich’s responsible stewardship of their land in keeping with the township’s vision statement.

Heidi reported that she talked to Dan Truttman regarding the future of Farmland Preservation Zoning. She concluded that we should proceed with parcel tracking. Heidi proposed that the commission review the form and possibly amend the parcel inquiry form. She also recommended that we put information about the density unit’s ordinance in the newsletter. Heidi will invite someone from the Rural Land Conservation Committee to the next meeting.

The plan commission discussed the possibility of meeting with other townships for a sharing session on zoning issues.

Terri Nipple shared some information from a meeting she attended in Lafayette County regarding an Agricultural Enterprise Area.

Heidi Hankley made a motion to adjourn the meeting, seconded by Todd Larson. The meeting was adjourned at 9:22 P.M. The next meeting will be December 4, 2012.
