Plan Commission Monthly Board Meeting
Tuesday, October 3, 2017
8 p.m.

The October 3, 2017 meeting of the York Township Plan Commission was called to order by Chairman Curt Moen at 8:03 P.M. Legal posting was verified by Moen. Plan Commission members in attendance were Moen, Linda Yates, Marselino Miranda, and Terri Nipple. Also attending the meeting were Nana Schowalter, Bob Bergman, April Prusia, and Brandy Lyda.

Minutes of the September meeting were read. A motion to accept the minutes as read was made by Moen. Miranda seconded the motion. The minutes were approved.

New Business

  • The Plan Commission received an update from three members of the Rural Land Conservation Committee (RLCC). The committee had sent a copy the proposed Livestock Facilities Ordinance to an attorney at Midwest Environmental Services. He sent them a seven (7) page letter of directions. They are currently working on his recommendations. A couple of things they will need to do are 1) hold a public hearing to give facts on scientific findings and 2) get an opinion from DATCP. However, changes necessary for public health and safety do not need DATCP approval. The attorney is also encouraging a baseline water test in the Township.
  • The RLCC also wishes to conduct an online survey regarding “Water Quality”. They requested approval for $35-$50 for an online opinion survey regarding” Water Quality” in York Township.
  • Miranda made a motion that the Town Board approve $35-$50 for an online opinion survey regarding “Water Quality” in York Township. The motion was seconded by Yates. Motion Passed.
  • The RLCC also requested a six month extension of the moratorium on Concentrated Livestock Facilities.
  • Yates made a motion that the York Town Board approve a six month extension of the moratorium regarding Concentrated Livestock Facilities. Miranda seconded the motion. The motion passed.

Old Business

  • There were no updates regarding our recent communications with Dawn Doran.
  • Moen tabled the discussion regarding bridge specifications for a private driveway as no new information was available for the meeting.
  • The York Plan Commission requested that the Plan Commission Secretary prepare an article for the Township Newsletter.

Public Comment

  • Brandy Lyda had some questions regarding the function of the Plan Commission.

Adjourn: A motion was made by Miranda to adjourn the meeting. Seconded by Nipple. The meeting was adjourned at 9:30 P.M. by Chairman Moen. The next meeting of the York Township Plan Commission will be held on November 7, 2017.
