Town of York
Regular Monthly Board Meeting
Tuesday, October 14th, 2014

The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Dan Truttmann, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson. Also present were Mike and Sheilagh Lien, Tom Belcher and Georgia Heller, Dave Green, Ron Erickson, and Sheriff Mark Rohloff. Verification of proper notice was given. Dan Truttmann move to approve the September minutes, Steve Hermanson 2nd. Motion carried.

Treasurer’s Report– Ann Carlson noted that September was a slow month with little activity. We did receive our tornado damage reimbursement check from the State of Wisconsin for $2016.03.

Bills– Wade Jones presented a few bills and Nancy presented a list of bills to be paid. Dan Reeson move to approve the bills, Dan Truttmann 2nd. Motion carried.

Patrolman’s Report– Wade reported he did some road patching on Buckeye Road and installed two School Bus Stop signs. He mowed almost all the roads to ready them for winter. He also removed a large tree that had gone down on York Center Rd. during recent rains. The Freightliner truck will not start – something to do with the internal computer. It is being repaired. He will replace culvert markers where needed. Wade also could use a few hand tools.

Plan Commission– Adopt Land Division-Development Transfer Ordinance- Dan Reeson move to adopt #14-1 the Land Division-Development-Transfer Ordinance, Dan Truttmann 2nd. Motion approved unanimously.

Public Comments– Ron Erickson came before the Board to present the 2015 budget for the New Glarus Fire District. The district will need to begin replacing fire hose, clothing and radios. The building needs window replacement and steel siding repairs. Also funds are needed to train new first responders. The Town Board will approve the budget of $159,000.00 at the November Town Board meeting.

Old Business

  • News articles due– News articles were due by today and all met the deadline. Articles were also submitted by Wade Jones, Dave Green, Heidi Hankley and Cindy Peterson. Dave Green will also submit a photo to accompany his article on the Green’s Prairie Cemetery.

New Business

  • Sheriff Mark Rohloff– Sheriff Rohloff stopped by to introduce himself and to let us know that they keep records of all calls and their locations which can be pinpointed on a map. Keeping a good working relationship with our Town is important to the Sheriff’s department. He talked about the new Implements of Husbandry (IOH) law. As it looks right now, the Town will designate specific roads and routes affected and the Sheriff and County will enforce the law.
  • Benefits for patrolman– After some discussion, the patrolman’s payroll will remain as it has been – forty hours per week and time and one-half for hours over 40.
  • Part time patrolman– Steve will make calls to those who had applied for the fulltime patrolman’s position to find out if anyone is interested in the part time position.
  • Poplar Grove Road Bridge Resolution– The Town of York received a resolution from the Department of Transportation (DOT) transferring sponsorship of the Poplar Grove Road Bridge project from the Town of York to Green County. The estimated cost of the project is $290,500 with Federal and/or State funds providing 80% of the construction costs. The County and Town of York will each be responsible for 10% or $29,050. Green County will bill the Town of York for our portion. Dan Truttmann resolved to approve Resolution #14-3 to allow Green County to bill the Town of York for 10% of the total cost of bridge construction, Dan Reeson 2nd. The Resolution was carried.
  • Budget– The new budget for 2015 will closely follow the present year’s budget with two exceptions. We will need to budget $2000 per year for the next eight years for new voting equipment and $29,050 for nest year’s bridge construction.

Driveway Refund-Dan Reeson move to approve a refund of $1000 to Time Emond and Bethany Storm, Dan Truttmann 2nd the motion. Motion carried.

Adjournment– Steve Hermanson move to adjourn, Dan Truttmann 2nd. Motion carried. The meeting adjourned at 10:00 P.M.
