RURAL LANDS CONSERVATION COMMITTEE MEETING MINUTES- November 21, 2016
Monday, November 21, 2016 Minutes-Rural Lands Conservation Committee
The November 21st meeting of Rural Lands Conservation Committee (RLCC) was called to order by Nana Schowalter at 10:10 AM. Roll call was taken with Nana Schowalter, April Prusia, Bob Bergman, Dan Truttmann and Bethany Storm all present.
Verification of posting by Schowalter.
Motion to approve meeting minutes from November 7, 2016; Truttman. Seconded by Bergman. Motion approved.
Truttmann briefed the group about a farm tour held last week involving farms using the newest technologies to separate manure into phosphate, nitrogen, potassium and pure water. One facility just received a permit to dump the effluent clean water directly into a stream. Demonstrations showed how manure waste stream can be turned into safe and reusable products.
Truttmann discussed an indoor manure composting technology that his manure hauler is exploring that would use all parts of the waste stream including the liquid waste.
Bergman spoke of the implications of a change in assessment of a property in Adams Township could have for all townships. The Adams Township property owner was able to prove that living within 1000 feet of a large AFO does drive down the assessed value of a home.
Continued drafting the licensing ordinance for the Town of York. Truttmann will be working on defining all states of manure. Storm will work on language regarding the NOAA flood protection numbers. The first read through post initial edits will take place at the next meeting.
Method of disseminating background (appendix) information for the ordinance must be established before the ordinance is adopted.
