Special Board Meeting
Tuesday, June 23, 2020
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order at 7:30 pm. The meeting was held as a video conference on Zoom due to the COVID-19 pandemic. Chairman Steve Van Hout, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, and Clerk Heidi Hankley were present. Verification of proper notice was given.
New Business-
WEC CARES Grant- Heidi informed the board that the town is eligible to receive a sub-grant from the Wisconsin Elections Commission as part of the federal CARES grant. The money can be used to help off-set increased election costs resulting from the COVID-19 pandemic. The Town of York will receive a base amount of $200 plus $1.10 for each registered voter, for a total of around $975. Steve Van Hout made a motion to authorize Heidi to act as the agent for the town to sign the grant application; second by Steve Hermanson. Motion carried. Heidi will do the required tracking and reporting to validate expenditures under the grant.
Clerk-Treasurer Position- Steve Van Hout reported that he talked to attorney Carol Nawrocki of the Wisconsin Towns Association (WTA) regarding the process of moving from an elected to an appointed clerk and treasurer and how to combine the positions should the town wish to do that. He also received guidance on how the positions can be filled prior to the April, 2021 election if a suitable candidate from the town wants the job. Steve reported that changing the positions from elected to appointed would require the town to pass an ordinance specifying such and would necessitate a referendum question on the November, 2020 ballot. Steve Van Hout made a motion to proceed with writing ordinance 2020-01 Clerk/Treasurer Appointment, to move from elected clerk and treasurer to appointed clerk and treasurer; second by Tim Czerwonka. Motion carried. Heidi will prepare the ordinance based on the WTA example and have it ready for the July 14th Town Board Meeting.
Adjournment- Steve Van Hout moved to adjourn the meeting; second by Steve Hermanson. Motion carried. The meeting adjourned at 8:15 pm.
