Monthly Board Meeting
Tuesday, August 10, 2021
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order at 7:04 pm. The meeting was held in person and as a video conference on Zoom due to the COVID-19 pandemic. Chairman Dan Truttmann, 1st Supervisor April Prusia, 2nd Supervisor Travis Leonard, and Clerk-Treasurer Jessie Schlumpf were present. Verification of proper notice was given.
Public Comment- None.
Minutes July 13, 2021, Town Board Meeting- Minutes for the Tuesday, July 13, 2021, Board meeting were presented and amended. Travis Leonard moved to approve the minutes as amended; second by Dan Truttmann. Motion carried.
Treasurer’s Report, ARPA update and Redistricting update- The Treasurer’s report was presented. April Prusia moved to approve the Treasurer’s Report; second by Travis Leonard. Motion carried. Jessie Schlumpf used the WTA’s “lost revenue” calculator, but the Town of York has no lost revenue for 2020. The WTA will provide more guidance on using specific line items from the CT Report to utilize the lost revenue calculator. The Board discussed other possible ARPA fund uses. Jessie Schlumpf provided an update on redistricting and its projected timeline.
Bills- Jessie Schlumpf presented bills to be paid. Travis Leonard moved to approve the bills; second by April Prusia. Motion carried.
Patrolman’s Report- Wayne Bue reported he has been mowing and will be grading. Most driveways are in good shape. Yankee Hollow still needs a chunk of durapatch; approaches to bridge by Helmeid’s aren’t done either. Travis Leonard will contact Eric Wild on these. Wayne Bue will contact Pat Kirkland regarding tractor tire installation once the mower has been removed. Wayne Bue also mentioned the shed doors need replacement. Ditching on Tyvand Rd is done; Travis Leonard will check with Eric Wild at Green County about brushing off excess pea gravel on Tyvand.
Plan Commission Report- Bethany Storm and the Board edited and reviewed Comprehensive Plan survey mailer questions and discussed logistics. The Plan Commission approved the Fox-Tushaus land division-transfer.
Chairman Report- 1) Dan Truttmann reported that he, Jeff Briggs and Scott Jelle checked on the camper and house construction on Hwy J. The owner wasn’t home, construction is not complete, some furnishings were in the home, septic and well are not complete. Scott Jelle issued a stop order, and the owner has now provided a timeline for completion. The other issue is the camper on site without the necessary permits. 2) Jeff Briggs of Green County sent a letter to the out-of-state owner of the abandoned camper on Badger Rd; no response has been received. Another letter will be sent and if no response the camper will be removed (with costs of the same added to the owner’s tax bill). 3) Jessie Schlumpf had provided information on donation vs intergovernmental agreement payment option regarding the McKellar Park pool. 4) Dan Truttmann was contacted regarding the old Hay Hollow cheese factory safety issues; Travis Leonard will check on the status of that building. 5) Regarding the Green County ATV-UTV ordinance, Travis Leonard brought to the attention of the Board that voting “no” means no roads (including county roads) would be accessible in the Town of York.
Business Items-
Edward/Connie Fox land division- This is a land division/transfer of 4.75 acres to William and Samantha Tushaus, with 2 dwelling units. Dan Truttmann moved to approve the William and Connie Fox land transfer and dwelling unit transfer to William and Samantha Tushaus; second by April Prusia. Motion carried.
RockCliffe – State Rd 39 driveway access update- Dan Truttmann reported no new information from Green County or DOT on the line-of-sight issue. Mark Muench/SNM LLC improved the driveway in RockCliffe by straightening a curve (which changed two lot boundaries). April Prusia moved to approve the changes in the two lots for Mark Muench and SNM LLC; second by Travis Leonard. Motion carried.
Comprehensive Plan Update – set the Public Participation Plan timeline and approve survey mailer- The Board discussed the timeline for public meetings, survey mailer, notice requirements for the draft and the public hearing. Dan Truttmann moved to approve the Public Participation Plan for the Town of York Comprehensive Plan update, with three meetings to be held in September, October, and November at the regular Plan Commission meetings; second by April Prusia. Motion carried. Dan Truttmann moved to approve spending up to $750 to do a Comprehensive Plan survey mailer, the money to be taken out of RLCC funds; second by Travis Leonard. Motion carried.
Ordinance Review – discuss which ordinances to have the Town attorney review and update- The Board discussed having a meeting with the Town attorney in late September to review the Town’s ordinances.
Town Lane review – review inventory of Town lanes and consider vacating certain lanes- The Board reviewed the inventory of Town lanes and discussed problems with some and the possibility of discontinuance for various reasons.
Rules/Signage for Recycling Center dumpsters- The Board tabled this item for next month.
Farmland Preservation Plan and Ag Enterprise Area for York – Green County is offering 50% cost share to write a plan- The Board discussed this item, with no action taken.
Adjournment- Dan Truttmann moved to adjourn; second by Travis Leonard. Motion carried. The meeting adjourned at 9:14 pm.
