Regular Monthly Board Meeting
Tuesday, December 8, 2015
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, Clerk Nancy Anderson, Patrolman Wade Jones and a host of York citizens. Verification of proper notice was given. Steve Hermanson move to approve the November minutes, Tim Czerwonka 2nd the motion. Motion carried.
Treasurer’s Report– Ann Carlson noted that York recently received a shared revenue payment for $6108.30 and sold the Freightliner truck for $64,095.00.
Bills– Wade Jones and Nancy Anderson presented bills to be paid this month. Dan Reeson move to approve the bills, Steve Hermanson 2nd the motion. Motion carried.
Patrolman’s Report– Repair/Replace Pole Saw– Wade continues to clean up down trees. Side boards, antenna and radio have been installed on the new truck. Faded signs are being replaced on York Valley, Hay Hollow and Badger Roads. The pole saw was heavily damaged in an incident while cutting trees. Wade will look on Craig’s List for replacement parts – in particular, a shaft.
Plan Commission–
- Harried Property Land Division (County Rd. J, New Glarus)– Dan Reeson move to approve two lots with a house on each, Steve Hermanson 2nd the motion. Motion carried.
- Appoint Members to Rural Land Conservation Committee– From a list of six names, only five may be appointed to the committee. After some discussion, Steve Hermanson move to appoint Bethany Storm, Bob Bergman, Nana Schowalter, April Prusia, and Dan Truttmann to the committee, Tim Czerwonka 2nd the motion. Motion carried.
Public Comments– Nancy told the Board that York will be receiving a payment of $2571.44 from the State of Wisconsin to help cover expenses incurred for road cleanup after the June 22, 2015 wind storm struck the Town.
Old Business
- Update on new and old truck loans– The Town made the final payment of $16,026.87 on the Freightliner loan this month, and an initial payment $34,200 was made for the new International Truck.
New Business
- Wade Pay Raise/Comments on Overtime and Holidays-Wade currently is paid $17.00 per hour. Steve Hermanson move to raise pay by $1.00 per hour beginning on January 1, 2016, Tim Czerwonka 2nd the motion. On a voice vote –Tim Czerwonka-aye, Steve Hermanson-aye, Dan Reeson-no. Motion carried. Wade currently receives time and a half for overtime and time and a half for holidays.
- Paul Ovadal-Managed forest Law– Mr. Ovadal wishes to leave the program, but according to him, the property was not assessed properly to begin with. What that means is that he will owe a rather large sum of money unless the Town approves the move. York will need more information on this matter and will contact the State of Wisconsin for more information before proceeding. This matter will be addressed at the January 2016 meeting.
- Green County Landfill Contract– Our waste and recycling vendor, Pellitteri Waste Systems, already has a contract with the Landfill. In order for citizens to bring items to the landfill which are not accepted at the Town of York Recycling Center, York would have to contribute to the operation of the landfill. At this time, York does not see a great need to contract with the Landfill. Steve Hermanson move to not sign the contract agreement, Tim Czerwonka 2nd the motion. Motion carried.
- Approve 2016 Budget– Steve Hermanson move to approve the 2016 budget, Tim Czerwonka 2nd the motion. Motion carried.
- Approve Amended Recycling Ordinance– Dan Reeson move to approve the amended Recycling Ordinance, Tim Czerwonka 2nd the motion. Motion carried.
- Approve list of Election Inspectors and Registration Deputies for 2016– Dan Reeson move to approve Dorothy Peterson, Kit Foley, Marilyn Jaeger, Marlys Reeson, Linda Yates, Susan Dumbleton, Steve Vanhout, Harriet Helgesen, and Terri Nipple as election inspectors and registration deputies for 2016, Tim Czerwonka 2nd the motion. Motion carried.
Adjournment– Steve Hermanson move to adjourn the meeting, Tim Czerwonka 2nd the motion. Motion carried. The meeting adjourned at 9:50 P.M.
