Monthly Board Meeting
Tuesday, December 14, 2021

 Please Note:  These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order at 7:02 pm.  The meeting was held in person and as a video conference on Zoom due to the COVID-19 pandemic.  Chairman Dan Truttmann, 1st Supervisor April Prusia, 2nd Supervisor Travis Leonard, and Clerk-Treasurer Jessie Schlumpf were present.  Verification of proper notice was given.

Public Comment-  None.

Minutes November 9, 2021, Town Board Meeting and November 15, 2021, Budget Hearing, Special Meeting to Adopt Tax Levy and Town Board Special Meeting-  Minutes for the Tuesday, November 9, 2021, Board meeting were presented.  April Prusia moved to approve the 11/09/2021 minutes as presented; second by Dan Truttmann.  Motion carried.  Minutes for the Monday, November 15, 2021, Budget Hearing, Special Meeting to Adopt Tax Levy and Town Board Special Meeting were presented.  Dan Truttmann moved to approve the minutes for the 11/15/2021 Budget Hearing, Special Meeting to Adopt Tax Levy and Town Board Special Meeting; second by Travis Leonard.  Motion carried.

Treasurer’s Report, and ARPA update-  The Treasurer’s Report was presented.  Dan Truttmann moved to approve the Treasurer’s Report as presented; second by Travis Leonard.  Motion carried.  ARPA:  Jessie Schlumpf reported that she reviewed the Interim Final Rule, FAQ’s, and the Compliance and Reporting Guidance from Treasury.  “Premium pay” could be paid to election workers and recycling center workers retroactive to 1/27/2020, but not elected officials.  The Board will consider “premium pay” at the January 2022 Board meeting.  Broadband can be “impracticable due to geography” and lesser upload/download capacities acceptable; fiber optics are preferred, “middle mile projects” are okay, but “last mile” connections preferred.  If a broadband project is implemented, “local hire provisions” are preferred.  Clerk’s time for reporting is considered an acceptable use.  The Treasury portal is now open for yearly reporting; Jessie will make sure that is all set up before the April 2022 reporting deadline.

Bills-  Jessie Schlumpf presented bills to be paid.  Dan Truttmann moved to approve the bills as presented; second by April Prusia.  Motion carried.

Patrolman’s Report-  The Board discussed prices for stump spray and authorized Wayne Bue to purchase from his usual supplier.  Wayne has installed new blades on the wing of the Ford truck.  The heater in the excavator is not working; an actuator has been ordered and Aering Equipment will install the part.  Blades are in at Monroe Truck for the Ford truck plow; Wayne will pick up and install them.  The splash guard broke on the truck; kit to fix has been ordered.  The grader is in good shape for the winter season.  Erickson Lane has been graveled; ditching has been done on South Postville Rd. and Tyvand.  WISLR report verifying road work and town’s road mileage has been completed and will be mailed by Dan Truttmann on 12/15/2021.  The hole on Gould Hill has been cold patched.  The County has done a PASER rating on our lanes and roads; submitted to DOT on our behalf.  Once heater in excavator is fixed Wayne will do more work and tree trimming.

Plan Commission Report-  Bethany Storm reported the draft Comprehensive Plan is done and the Plan Commission made a motion to forward to the Board.  She has received a complaint about some new lights on Tyvand Road.  The Board discussed sending notice about the 12/14/2021 draft Comprehensive Plan and number of copies to print, and also requested input from the Plan Commission on priorities.

Chairman Report-  1) Dan Truttmann reported that Diane O’Donnell has been sent a letter by Green County to remove the camper from her property before 12/31/2021.  2) Green County was also going to contact the owner of the camper on Badger Road – it is still there.  3) The Recycling Center will be closed on Saturday 12/25/2021 and Saturday 1/01/2022; extended hours on Wed. 12/29/2021 and 1/05/2022.

Business Items-

Set date for public hearing on Comprehensive Plan-  The Board discussed the process.  April Prusia moved to approve the Town of York draft 12/14/2021 Comprehensive Plan; second by Travis Leonard.  Motion carried.  The Board discussed the date for the public hearing on the same.  Dan Truttmann moved to set the date for public hearing of the Comprehensive Plan for Tuesday, February 8, 2022, at 6:30 p.m.; second by Travis Leonard.  Motion carried.

Verizon (Ray Shinkle) driveway permit – State Rd. 39-  Mr. Shinkle has had trouble receiving highway access approval from the Dept. of Transportation; Mr. Shinkle asked that this be tabled until the January 2022 Board meeting.

Don Wankerl driveway refund – N7949 Gould Hill Rd.-  The Board discussed this driveway at N7946 Gould Hill Rd (the address provided by Mr. Wankerl’s email was incorrect).  Travis Leonard moved to approve the driveway refund for Don Wankerl; second by April Prusia.  Motion carried.

Sarina Brion driveway refund – N8517 Badger Rd.-  The Board discussed this driveway and the grade problems, ordinance non-compliance, as well as possible remedies, fines, timeline for correcting action.  Dan Truttmann will send a letter and the ordinance – this driveway does not meet grade specifications.

(Proposed) Resolution #2021-4 – Appointing election inspectors for 2022-2023 term-  Chair Dan Truttmann moved to nominate the following election inspectors for the 2022-2023 term:  Heidi Hankley, Katherine Foley, Kelly Hermanson, Marlys Reeson, William Kuenzi, Stephen Zipsie, Laura Zimmerman, Laima Rozkalns, Maia Hankley, Lily Hankley, Isaiah Carlson, and Brad Banfield; second by April Prusia.  Motion carried.  Dan Truttmann moved to approve Resolution #2021-4 appointing 2022-2023 election inspectors; second by Travis Leonard.  Motion carried.

Town audit bids-  The Board discussed possible auditors for the 2021 budget cycle.  Jessie Schlumpf will check with the Wis. Towns Association on whether bids must be requested.  The Board will address this at the January 2022 Board meeting.

Green’s Prairie donation-  The Board discussed this yearly donation.  Dan Truttmann moved to donate $300.00 to Green’s Prairie Cemetery for the continued upkeep of the Green’s Prairie Cemetery; second by Travis Leonard.  Motion carried.

Gift for Carrie Czerwonka and family – work on newsletter-  The Board discussed Carrie Czerwonka’s work as editor of the Town of York Newsletter and her family’s work folding, labeling, stamping, and mailing the newsletter.  April Prusia moved to approve $150.00 to Carrie Czerwonka and family for their work on the Town of York newsletter; second by Dan Truttmann.  Motion carried.

Town Advocacy Council membership?-  The Board discussed possible membership in the Wisconsin Town Association’s (WTA) Town Advocacy Council (TAC) – their lobbying arm.  April Prusia moved that the Town of York become members of the Town Advocacy Council (payment of $250.00); second by Dan Truttmann.  Motion carried.

Town lanes-  Dan Truttmann reported his search for a record of town lanes; he asked Chris Narveson at Green County to check their files as well.  The Board discussed whether a surveyor would need to be contacted if those records cannot be located; legal description and scale map of each are necessary.  Dan Truttmann moved to authorize hiring of a surveyor for possible discontinuance of town lanes; second by April Prusia.  Motion carried.

Adjournment-  April Prusia moved to adjourn; second by Travis Leonard.  Motion carried.  The meeting adjourned at 9:27 pm.
