Town of York
Regular Monthly Board Meeting
Tuesday, February 9th, 2016

The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson, along with citizens Bob Bergman, Nana Schowalter, April Prusia, Steve Fabos, Meg Pokorney, and non-resident Kriss Marion. Verification of proper notice was given. Steve Hermanson move to approve the January minutes, Tim Czerwonka 2nd the motion. Motion carried.

Treasurer’s Report– Ann reviewed the final changes to the 2015 budget with the Board. January financial reports were also presented. The Town received its first quarter Transportation Aids payment in the amount of $22,664.08 and also a payment of $2571.44 from the State of Wisconsin to help offset the costs of storm damage and clean-up after last June’s wind storm.

Bills– Bills were presented by Nancy and Steve, plus bills from patrolman Wade Jones. Dan Reeson move to approve bills, Tim Czerwonka 2nd the motion. Motion carried.

Patrolman’s Report– Wade was not present. Dan Reeson noted that Travis Leonard and Eric Peterson have helped Wade plow snow. They will continue to help as much as they can when needed.

Driveway Permits-Steven Fabos (Conditional Use Permit)-Steve owns a cottage which is rented and a duplex, half of which he would like to rent out long term. He appeared at the Plan Commission meeting and the Commission was satisfied with the situation. The current driveway appeared adequate. Dan Reeson move to approve a Conditional Use Permit for long term rentals, Steve Hermanson 2nd the motion carried.

Plan Commission

  • Rural Land Conservation Committee (RLCC) and the CAFO Moratorium– Nana Schowalter spoke for the committee stating that the Plan Commission approved the Moratorium on Livestock Facilities Ordinance at their monthly meeting last Tuesday. The Board was satisfied that the moratorium is a good start to allow the RLCC to study the effects of large livestock facilities in conjunction with the Town Board and the Town’s Plan Commission. A public hearing was scheduled for Tuesday, March 22nd to present and discuss the moratorium with the electorate of the Town. The Committee also felt it would be a good idea for the Town to implement a generic Citation Ordinance. A sample of such an ordinance will be discussed at the March meeting with, hopefully, a public hearing to follow in April.

Public Comments

  • A floral bouquet was sent to the Raphael Peterson visitation. He will be missed by the Town and the community.
  • Water testing will be available for the citizens of York in March. More details will be coming soon.

Old Business

  • Revise dates for Payment of Bridge Bill– Steve Hermanson move to amend the dates for payment of the outstanding bill on the Poplar Grove Road Bridge to April 30th and July 30th , Tim Czerwonka 2nd the motion. Motion carried.
  • Update on Diesel Fuel Contract-The Board had previously approved to contract with the Co-op Oil to use our remaining credit of $4245.00 on an expired contract. Since the diesel prices are low at this time, the Co-op suggested that the Town use the credit without a contract in place, with the understanding that if the price should go above $1.70 per gallon, then a contract could be made.

New Business

  • Truck Payments for 2016– The Board had made a significant payment in 2015 on the new truck with funds from the sale of the old Freightliner truck, so the Board felt it would be wise to call the bank to acquire a new payment and amortization schedule which will reflect a reduction in our annual payments going forward.

Driveway Refunds

  • Brandon/Kari Orloff-Inspection of the Orloff driveway indicated that work still needs to be done before a refund can be issued. Nancy will send a letter asking the Orloffs to call the Chairman to find out what is still required before final approval.
  • John/Mary Timura-A letter had been sent to the Timuras in 2013, but the Town never received a response. Therefore, the Town will forfeit the refund. Dan Reeson move to forfeit a driveway refund to the Timuras, Steve Hermanson 2nd the motion. Motion carried.

Adjournment– Steve Hermanson move to adjourn the meeting, Tim Czerwonka 2nd the motion. Motion carried. The meeting was adjourned at 9:12 P.M.
