Regular Monthly Board Meeting
Tuesday, February 14, 2017
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson, along with citizens Nana Schowalter, Bob Bergman, and Meg Pokorney. Verification of proper notice was given. Steve Hermanson move to approve the January minutes, Tim Czerwonka 2nd the motion. Motion carried.
Treasurer’s Report– Ann presented her financial reports, noting that the Property Tax Levy appeared to be quite high, because all the tax settlements are currently being distributed, and wouldn’t be reflected until March. The Town also received its first quarter State transportation aids in the amount of $22,664.08.
Bills– Nancy presented bills to be paid which included the February settlements to area schools, the County and State, and also Payment-in-Lieu-of-Tax payments to area schools and Green County. Dan Reeson move to approve bills, Tim Czerwonka 2nd the motion. Motion carried.
Patrolman’s Report– Wayne will be posting the weight limit signs around the Town this week. He will also be purchasing chemicals to spray stumps. Green County Highway Commission will be doing some brush cutting around the area. There will be no charge for equipment rental to do this.
Driveway Permits-Robert Marks- Mr. Marks was not present.
Plan Commission-The Commission had problems operating their laptop computer at the last meeting. Tim Czerwonka will try to help with that next month.
Rural Land Commission Committee– Nana told the Board that the final draft of the Livestock Siting Ordinance was nearly complete. They have been meeting every two weeks to complete their task in a timely manner.
Public Comments– Steve Hermanson has made contact with a citizen who will need to make a few changes to his driveway before a refund can be issued. Dan Reeson received the annual notice prohibiting noxious weeds in area CRP acres. The Town is required to issue a written report of any violations to the Farm Service Agency in order for the FSA to enforce CRP compliance regulations by reducing the annual rental payment. Dan also received notice that in July of this year the Town will receive a formal invitation to participate in the upcoming 2020 Census.

New Business
- Approve Extension of Moratorium on the Livestock Facilities Ordinance– Dan Reeson move that the Livestock Facilities Ordinance which is due to expire on April 13, 2017 be extended six months until October 13, 2017, Tim Czerwonka 2nd the motion. Motion carried.
- Area Broadband Discussion– Dan received a Resolution to be signed by the Board which recommends that the Green County Board of Supervisors commission a “High Speed Internet Committee” to encourage faster, more reliable internet options within Green County. Tim Czerwonka move to resolve to encourage better Broadband service in Green County, Steve Hermanson 2nd the resolution. Resolution approved.
- Winter Maintenance of Private Road– Meg Pokorney, not representing anyone but herself, told the Board of the many problems their Association on Hay Hollow Road was having keeping the road safe and passable this winter due to so much ice and lack of consistent help removing the snow. Two rather serious accidents have happened on the road. She would like to hire the Town truck to do maintenance. Dan Reeson assured her that someone would help her out this winter if problems continue, but she and the Association would have to hire a reputable private company to do snow and ice removal for next year and beyond.
- NIMS Classes-The National Incident Management System is requiring all elected officials of the Town Board to complete a series of classes in case of emergencies. This matter will be put on the April agenda after the next election.
