Monthly Town Board Meeting
Tuesday, February 13, 2018
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson, along with all members of the Rural Land Commission Committee, and citizen Lisa Isensee. Verification of proper notice was given. Tim Czerwonka move to approve the January minutes, and Dan Reeson 2nd the motion. Motion carried.
Treasurer’s Report-Ann noted that our first installment of State transportation aid was received in the amount of $24,588.78. The new steel roof on the Town Hall was completed at a cost of $3300.
Bills-Nancy, Steve and Dan all presented bills to be paid. Dan Reeson move to approve bills, and Steve Hermanson 2nd the motion. Motion carried.
Patrolman’s Report-Various mechanical issues with the old plow truck have been repaired. Snow plowing has been completed and quite a bit of chips had been used because of the slippery conditions.
Driveway Refund-Scott and Gail Phillips (Prairie Brook Lot# 25)- The Board was unable to complete the final driveway inspection due to all the snow. The matter will be placed on the March agenda and be approved at that time.
Rural Land Commission Committee
Final Draft-Livestock Siting Ordinance– Nana Schowalter told the Board that the final draft of the ordinance will act as a deterrent to anyone considering a CAFO in the Town of York. It has been vetted by Midwest Environmental Advocates and approved by the Plan Commission. Dan Reeson move to schedule a public hearing for the ordinance on Tuesday March 13th at 7:00 P.M., and Steve Hermanson 2nd the motion. Motion carried.

- Lisa Isensee-Recycling Consideration-Lisa expressed to the Board, the difficulty her family has in disposing of their trash and recyclables on Saturday mornings during the fall, winter, and spring seasons, because of religious reasons and practices during which time they do not leave their home. April Prusia, our Wednesday summer night recycling supervisor offered to work with Lisa to find a solution.
- Adopt All Hazards Mitigation Resolution-Dan Reeson move to approve the resolution, and Tim Czerwonka 2nd the motion. Motion carried.
- Review Changes in Assessment Process– New procedures in assessment and adding another 15 days of Board of Review starting on the 4th Monday of April is virtually irrelevant, since the majority of the assessment work will not be finished by that time. There may also be a revaluation fee to the municipality for properties that need to be revisited for assessment.
Adjournment– Dan Reeson move to adjourn the meeting, and Steve Hermanson 2nd the motion. Motion carried. The meeting was adjourned at 8:50 P.M.
