Monthly Board Meeting
Tuesday, February 11, 2020

Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order at 7:30 pm. Chairman Steve Van Hout was absent due to illness. First Supervisor Tim Czerwonka chaired the meeting. Second Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Heidi Hankley were present, as well as Plan Commission Secretary Bethany Storm and landowner Jenny Simpson. Verification of proper notice was given. Meeting minutes for the Tuesday, January 14, 2020 Board Meeting were presented. Tim Czerwonka moved to approve the January 14, 2020 minutes as presented; second by Steve Hermanson. Motion carried.

Treasurer’s Report- Ann Carlson presented her monthly report and noted lots of activity with tax money coming in and the payments going out to the various taxing entities. The payment-in-lieu-of-taxes payment was received from the state and the appropriate payment shares were sent out to the schools and Green County. She also presented an updated list of driveway permits and refund status.

Bills- Heidi Hankley, Ann Carlson, and Steve Hermanson presented bills to be paid. Steve Hermanson made a motion to approve the bills as presented; second by Tim Czerwonka. Motion carried.

Patrolman’s Report- Steve Hermanson reported that Wayne has been using the Ford 550 to clean up the snow on town roads. He said the truck is working reasonably well, but the drivers still can’t go over 15 mph while plowing without having problems. Steve and Wayne will continue to try to improve the truck’s performance since Monroe Truck is unwilling to make any further adjustments. Steve noted that he will be out of town a few times in upcoming months and Wayne has agreed to fill in and do the plowing for him. Wayne looked at a used Cruz-Air machine that the town may be able to purchase. It has 1003 hours on it and comes with several buckets and a mower. Steve suggested that the town board members and Wayne take a closer look at the machine in March to see if it would work for tasks that the town is currently renting equipment to do.

Plan Commission Report- Plan Commission member Bethany Storm reported that the Plan Commission discussed the proposed Driveway Ordinance amendment that would include specifications for bridges that are part of a driveway. Bethany and the Plan Commission think it would be best to include bridge specifications under the part of the ordinance that addresses situations where an engineer is required. This would allow the engineer and ordinance to work with whatever state standards are most current. Bethany will draft some language regarding this and present it to the board next month.

New Business-

  • Jenny SImpson, Driveway permit- Jenny Simpson presented the board with her driveway permit application, state approval form, and map of her proposed driveway off of Hwy. 39. Steve Hermanson moved to approve her driveway permit for lots 2 & 3 on certified survey map 4246 off of Hwy 39; second by Tim Czerwonka. Motion carried. Steve Hermanson also moved to approve SImpson’s density unit transfer request for parcels 032-0091.1000 and 032-0091.2000; second by Tim Czerwonka. Motion carried.
  • Jason Frazen- Driveway permit refund- Steve Hermanson made a motion to approve the driveway refund of $1,000.00 for Jason Frazen of Hart DeNoble Builders; second by Tim Czerwonka. Motion carried.
  • 2019 Final Budget- Ann Carlson presented the final budget numbers for 2019. The town board did a good job managing the finances, with expenses exceeding income by less than $3,000. Steve Hermanson suggested that the town consider paying off the Ford 550 truck loan at the next meeting. Steve Hermanson made a motion to amend the following budget accounts as noted below; second by Tim Czerwonka. Motion carried.

  • Boundary Validation Map for 2020 Census- Tim Czerwonka made a motion to approve the Census Boundary Validation Map as presented; second by Steve Hermanson. Motion carried.

Old Business-

  • Fencing next to bridge on Poplar Grove Rd.- Steve Hermanson obtained a bid from Sager Fencing to properly install fencing next to the Poplar Grove bridge. The current bid is for $1,919 but Steve needs to follow up with Roger and clarify that fencing cannot be attached to the bridge. This may cause the cost to go up. Steve Hermanson moved to table this item until the March meeting; second by Tim Czerwonka. Motion carried.
  • Amendment of the Driveway Ordinance- The Board discussed amendments to the driveway ordinance to remove the options of surety bond and cash bond and replace with the following: “Payment may be in the form of a personal check or cashier’s check made out to the Town of York.” Other items the Board is considering include clarification on who the refund will be refunded to, updating the driveway permit checklist, and adding bridge construction to the engineering section of the ordinance. Tim Czerwonka made a motion to table this item until the March meeting; second by Steve Hermanson. Motion carried.

Adjournment- Tim Czerwonka moved to adjourn the meeting; second by Steve Hermanson. Motion carried. The meeting adjourned at 9:00 pm.
