Monthly Board Meeting
Tuesday, February 8, 2022

 Please Note:  These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order at 7:10 pm.  The meeting was held in person and as a video conference on Zoom due to the COVID-19 pandemic.  Chairman Dan Truttmann, 1st Supervisor April Prusia, 2nd Supervisor Travis Leonard, and Clerk-Treasurer Jessie Schlumpf were present.  Verification of proper notice was given.

Public Comment-  Town residents, as well as representatives from ATV clubs, and a local businessperson, presented their views for and against an ATV/UTV ordinance for the Town of York.

Minutes January 11, 2022, Town Board Meeting-  Minutes for the Tuesday, January 11, 2022, Board meeting were presented.  April Prusia moved to approve the minutes from January 11, 2022; second by Travis Leonard.  Motion carried.

Treasurer’s Report, and ARPA update-  The Treasurer’s Report was presented.  Dan Truttmann moved to approve the Treasurer’s Report as presented; second by April Prusia.  Motion carried.  ARPA:  Jessie Schlumpf reported receiving reminders from agencies stressing that municipalities use ARPA funds appropriately.

Bills-  Jessie Schlumpf presented bills to be paid.  Dan Truttmann moved to approve the bills; second by Travis Leonard.  Motion carried.

Patrolman’s Report-  Wayne Bue reported on missing signs on Yankee Hollow – “farm machinery ahead;” possibly put a “hidden driveway” sign.  There is a “yield” sign missing at Yankee Hollow and Vinger, and a bridge marker at Loyalty and Yankee Hollow.  The salt supply is holding up – shed is half full.  Marks Lane has a cable across it that presents an obstacle for a plow to turn around.  Jeglum Lane is a road that is used as a turn-around point.  Travis Leonard said drifting could be a problem due to hay bales in right-of-way on Strommen Lane.  Wayne has taken down much of the dead tree by the town hall LP tank.  Dan Truttmann reported visibility problems at higher speeds while driving the F550 truck (plow attached) back from Monroe.  He checked into the cost of a different plow blade (10 ft. straight blade with a different joy stock control – $7,300).  Wayne will check on the price of an 18” flap for the snowplow blade.

Plan Commission Report-  Bethany Storm reported that Linda Yates has stepped down from the Plan Commission; Terry Nipple will be resigning after the end of her term in April.  Dan Truttmann did complete the application form for Plan Commission positions and will make it available on the website.

Chairman Report-  Dan Truttmann reported that there is a WTA District Meeting in Barneveld in March (including Board of Review training).  The trailer on County H has been removed.  He has not heard anything about the Badger Road or Diane O’Donnell trailers.

Business Items-

Carolyn Segebrecht driveway fee refund request-  Dan Truttmann moved to fully refund the driveway fee to Carolyn Segebrecht in the amount of $1,800.00; second by Travis Leonard.  Motion carried.

Brandon Kosharek/Wausau Homes driveway permit – Lot 17, Pondrose, CSM 3668, Cty. Rd. H-  The Board tabled this matter until next month.

2021 Budget Reconciliation-  The Board and Jessie Schlumpf discussed the budget reconciliation.  Dan Truttmann moved to approve the 2021 Budget Reconciliation as presented; second by April Prusia.  Motion carried.

ATV/UTV ordinance for York-  The Board discussed this matter and referred it to the Plan Commission to review at their April 2022 meeting.

Town audit for 2021-  The Board discussed the option of a one-year contract versus a three-year contract.  Dan Truttmann moved that we contract with Johnson Block for our audit and preparation of the Form CT for a three-year contract; second by Travis Leonard.  Motion carried.

Different plow for F550-  The Board asked Wayne Bue to research the price of a different flap for the plow.

Town lanes-  Dan Truttmann emailed the surveyor about Town lanes, but he did not receive a reply.  The Board discussed additional Town lanes to consider discontinuing, especially if there is no residence on the Lane.

Appoint new Plan Commission member-  Dan Truttmann appointed himself to the remainder of a two-year term on the Plan Commission, concurrent with his term on the Town Board.

Recycle Center signage-  April Prusia sent an email to Cynthia and Kim Peterson with points to consider; she did not hear back from them.

Adjournment-  Travis Leonard moved to adjourn; second by Dan Truttmann.  Motion carried.  The meeting adjourned at 9:05 pm.
