Monthly Board Meeting
Tuesday, July 14, 2020
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order at 7:30 pm. The meeting was held as a video conference on Zoom due to the COVID-19 pandemic. Chairman Steve Van Hout, 1st Supervisor Tim Czerwonka, Treasurer Ann Carlson, and Clerk Heidi Hankley were present. Second Supervisor Steve Hermanson was absent. Verification of proper notice was given. Meeting minutes for the Tuesday, June 9, 2020 Board Meeting were presented as well as minutes from the June 23, 2020 Special Town Board Meeting. Tim Czerwonka moved to approve the June 9, 2020 minutes as presented; second by Steve Van Hout. Motion carried. Tim Czerwonka moved to approve the June 23, 2020 minutes as presented; second by Steve Van Hout. Motion carried.
Treasurer’s Report- Ann Carlson presented her monthly reports and noted that the second set of property taxes are due by July 31st and we will receive the settlement from Green County in August. Steve and Ann reported that the loan payoff for the Ford F-550 has not yet been processed by the Bank of New Glarus. Steve Van Hout will follow up on that. Steve Van Hout made a motion to accept the treasurer’s report as presented; second by Tim Czerwonka. Motion carried.
Bills- Heidi Hankley and Ann Carlson presented bills to be paid. Tim Czerwonka made a motion to approve the bills as presented; second by Steve Van Hout. Motion carried.
Patrolman’s Report- Steve Van Hout reported that Wayne has been mowing along the town roads. Wayne has also used the new excavator for several jobs around the town and is getting adept at using the machine.
Plan Commission Report- There was nothing to report from the Plan Commission.
Public Comment- Steve Van Hout wants to remind town residents and board members that next month’s board meeting will take place as a Zoom meeting at 7:30 pm on Wednesday, August 12th instead of the 11th, since that is an election day.
Ann Carlson inquired if she needs a driveway permit to put in a gravel parking pad on her property. The board informed her that a permit is not required.
New Business-
- Scott Thompson- Driveway Permit, York Heights- Scott presented the driveway permit materials on behalf of Gladys Zhoroff for a home on Lot 1 in the York Heights subdivision on Highway 39. The driveway will come off of the private subdivision road. Steve Van Hout moved to approve the driveway permit; second by Tim Czerwonka. Motion carried. Gladys Zhoroff will send a check to the Town for $1,800. When the check is received, the signed driveway permit will be sent to the applicant.
- Chuck Geurink- Driveway extension, Sawmill Rd.- Chuck would like to extend his driveway to one of the out-buildings on his property. Steve Van Hout made a motion to allow Chuck to extend his driveway and that no additional permit is required by the town; second by Tim Czerwonka. Motion carried.
- Larry Klosterman- Agricultural Driveway, Highway A- Larry would like to put in a new agricultural driveway that is in a safer position than his existing agricultural driveway. Green County has approved the change due to the safety concerns. Steve Van Hout moved to approve the agricultural access drive with no town permit or fee required; second by Tim Czerwonka. Motion carried.
- Casey Umhoefer- Driveway refund- The board inspected the Umhoefer’s driveway. Steve Van Hout moved to refund the $1,000 deposit to the Umhoefers for their driveway at N8218 County Rd. J; second by Tim Czerwonka. Motion carried.
- LP Contract with Allegiant Oil- Tim Czerwonka moved to approve the contract for 1000 gallons of LP at a price of $0.79 per gallon, prepaid; second by Steve Van Hout. Motion carried.
- Ordinance # 2020-01- The board reviewed the draft of ordinance 2020-01 Clerk-Treasurer Appointment. This ordinance will change the clerk and treasurer positions, or the combined clerk-treasurer position from elected to appointed by a majority of the board. The ordinance must also be approved by the town electors in a referendum to be held on Tuesday, November 3, 2020. Steve Van Hout moved to approve town ordinance #2020-01 Clerk-Treasurer Appointment; second by Tim Czerwonka. Motion carried. Heidi will work with the county to get the referendum on the November ballot.
Old Business
- Clerk-Treasurer Position- Steve Van Hout moved to place an advertisement in the local papers for the combined clerk-treasurer position to see if any candidates can be found in the Town of York; second by Tim Czerwonka. Motion carried.
Adjournment- Steve Van Hout moved to adjourn the meeting; second by Tim Czerwonka. Motion carried. The meeting adjourned at 8:15 pm.
