Regular Monthly Board Meeting
Tuesday, June 14th 2016

The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson, along with RLCC members Bob Bergman and Nana Schowalter, plus Vladimir Bulat, Steven Drevow and Jeff Ihm. Verification of proper notice was given. Steve Hermanson move to approve the May, 2016 minutes, Tim Czerwonka 2nd the motion. Motion carried.

Treasurer’s Report-Ann presented the financial statements for May. There was little activity for the month.

Bills– Nancy presented bills to be paid. Dan Reeson move to approve the bills, Tim Czerwonka 2nd the motion. Motion carried.

Patrolman’s Report– Dan reported that Wayne had completed mowing Town roads, but the mower is not in good condition and should be replaced.

Driveway Permits

  • Vladimir Bulat/Steven Drevow (Kuenzi Lane)-Dan Reeson move to approve a driveway permit on Kuenzi Lane for Valdimir Bulat, Steve Hermanson 2nd the motion. Motion carried. $1800 will be mailed to the Town.
  • Jeff Ihm/ Reichling Bros. Drive + Variance– Dan Reeson move to approve a driveway for field road access only to Pat Reichling, Steve Hermanson 2nd the motion. Motion carried. $1300 will be mailed to the Town. Also, with an application and Certified Survey Map (CSM) for a 35 acre parcel, Dan Reeson move to approve a variance for Pat Reichling (Reichling Bros.), Steve Hermanson 2nd the motion. Motion carried.

Plan Commission

  • Request from Terri Nipple– In a letter sent to the Board, Terri requested per diems for two PC meetings she was unable to attend but had to prepare for by contacting the PC Chairman, posting the agenda, and preparing minutes from the previous month’s meeting. She felt that although she was not in attendance, she had done all the preparation work for those two meetings, while others received their per diems for simply attending. Steve Hermanson move to pay $60.00 to Terri Nipple for the two missed meetings, Tim Czerwonka 2nd the motion. Motion carried.

Rural Land Commission Committee-Nana Schowalter had reports and scientific information used for the Town of Sylvester’s work leading up to a Moratorium on Livestock Facilities Ordinance compiled into books for the RLCC members to use for reference. Each book cost $36.00. Steve Hermanson move to approve the purchase of reference materials for the RLCC at a cost of $180.39, Tim Czerwonka 2nd the motion. Motion carried.

Public Comments– Dan Reeson is concerned about new State legislation reported in the Wisconsin Towns Association news letter that could compromise or affect the Town’s Land Division Ordinance. This will be a topic of discussion at the July Town Board meeting.

Old Business

  • Updated Language for Land Division Development Ordinance– The Board determined where the language should appear in the ordinance, but will wait to have a hearing until the Plan Commission designs and presents a Relinquishment Form to the Board.

New Business

  • New Real Estate Tax Software-There is a new tax software program available. Our current tax software by J. Mauel is still working fine for our town’s needs, but the price will be going up. Steve Hermanson move to purchase the updated J. Mauel tax software for $600.00 for a one year period, Tim Czerwonka 2nd the motion. Motion carried.
  • RLCC Per Diems for PC and Board Meetings-Each member in attendance for monthly RLCC meetings will receive per diems. One member reporting to the Plan Commission will receive a per diem. No per diems will be paid to RLCC members attending Board meetings.
  • Allegiant LP Contract-Dan Reeson move to purchase 800 gallons of LP fuel for $.99 per gallon, Tim Czerwonka 2nd the motion. Motion carried.
  • Wisconsin Towns Association Survey– Each town in Wisconsin is being asked to submit a survey concerning levy limits, number of miles of road, costs of road construction and repairs and community outreach. The Board broke into two groups to complete the information. Nancy will compile the information and submit the online form to the WTA.
  • New Mower for Town Roads– Dan priced some new and used mowers of various kinds. Both Dan and Steve will continue searching and pricing mowers and will report back at the July meeting.

Adjournment– Dan Reeson move to adjourn the meeting, Tim Czerwonka 2nd the motion. Motion carried. The meeting adjourned at 9:20 P.M.
