Monthly Board Meeting
Tuesday, June 9, 2020

Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order at 7:30 pm. The meeting was held as a video conference on Zoom due to the COVID-19 pandemic. Chairman Steve Van Hout, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Heidi Hankley were present, as well as Plan Commission Secretary Bethany Storm, and several members of the public. Verification of proper notice was given. Meeting minutes for the Tuesday, May 12, 2020 Board Meeting were presented as well as minutes from the May 19, 2020 Special Town Board Meeting. Tim Czerwonka moved to approve the May 12, 2020 minutes as presented; second by Steve Hermanson. Motion carried. Steve Hermanson moved to approve the May 19, 2020 minutes as presented; second by Tim Czerwonka. Motion carried.

Treasurer’s Report- Ann Carlson presented her monthly report and noted that aside from the excavator purchase, it was a pretty standard month. Steve Van Hout informed Ann that the loan paperwork is still being processed by the bank, but the loan for the Ford F550 is being paid off and the balance on the new loan for the excavator is $41,000 with the next biannual payment of $7,110.43 due on November 21, 2020. Steve Van Hout made a motion to accept the treasurer’s report as presented; second by Steve Hermanson. Motion carried.

Bills- Heidi Hankley and Ann Carlson presented bills to be paid. Tim Czerwonka made a motion to approve the bills as presented; second by Steve Van Hout. Motion carried.

Patrolman’s Report- Steve Van Hout reported that Wayne has been mowing along the town roads and should be done with that by the end of the week. Steve also reported that Todd Larson contacted the town about some erosion along Tyvand Rd. Steve Van Hout will take a look at the problem and ask Wayne to do the same. Steve Hermanson said he got a request for 1 load of gravel on Marks Lane. Tim Czerwonka passed along an email from Jill Gaskell that there is wash-out and erosion along Busy Bee Lane. Jill noted that she has some rock fill available that the town is welcome to use if it would be useful for the repair. Steve Hermanson noted that there is some wear showing on Gould Hill Rd. where the Wankerl driveway is coming off of Gould Hill. Steve wanted to note this because although the Town of York issued the driveway permit, that section of road is maintained by the Town of Blanchard. Ann made a note to consider this when it comes time to do the driveway inspection and refund. Steve Van Hout reported that the Ford F550 truck is being repaired and the cost to the town will be the $500 deductible.

Plan Commission Report- Bethany Storm reported that it was a pretty quiet month for the Plan Commission, with one land transfer (Campbell) discussed at their June 5th meeting.

Public Comment- There were no public comments.

New Business-

  • Ron Strommen- Land Transfer- Ron came to the board to ensure that the land sale to his neighbor (Mosgaller) was recorded properly with the town. The land is being sold without any associated dwelling units (CSM 5293 & 5311). Bethany Storm reported that the Plan Commission has made the necessary notes in their records and has no further questions for Ron. Steve Hermanson moved to approve the sale between neighbors land transfer with no dwelling units going with the land; second by Steve Van Hout. Motion carried.
  • Tom Belcher- Driveway Permit- Tom was not ready to present his application materials to the board so this matter was tabled.
  • Clerk-Treasurer Position- The board reviewed information about the clerk and treasurer positions and discussed options for filling these positions since Ann and Heidi do not plan to seek re-election. The board discussed the idea of combining the positions and moving from elected to appointed positions. Steve Van Hout will call the Wisconsin Towns Association for guidance on how the positions may be advertised and filled.
  • Recycling Letter- Steve Van Hout presented a draft letter to town residents about recent overflow issues at the town recycling center. Since the problem appears to be resolving with the additional dumpster emptying, the board decided not to send out the letter at this time. The board plans to include the letter in the next town newsletter.
  • Request for additional speed limit sign on Poplar Grove Rd- A town resident requested an additional speed limit sign on Poplar Grove Rd. Currently there is a 45 mph limit sign on each end of the road between Highways J and 39. The board feels that an additional sign is unlikely to dissuade the people who are speeding, so they don’t think the cost is warranted. Instead of a new sign, Steve Van Hout will call the Green County Sheriff and request more enforcement of the speed limit on Poplar Grove Rd.
  • Culvert on Bergman Ln- Steve Van Hout verified that the culvert on Bergman Lane needs replacing. Tim Czerwonka moved to approve the purchase of a culvert for Bergman Lane; second by Steve Van Hout. Motion carried.

Adjournment- Steve Van Hout moved to adjourn the meeting; second by Tim Czerwonka. Motion carried. The meeting adjourned at 8:30 pm.
