Regular Monthly Board Meeting
Tuesday, March 8th, 2016

The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, along with Patrolman Wade Jones, Ron Erickson, Steve Fabos, Meg Pokorney, and RLCC members Bob Bergman, Nana Schowalter, Dan Truttmann, and April Prusia. Verification of proper notice was given. Steve Hermanson move to approve the February minutes, Tim Czerwonka 2nd the motion. Motion carried.

Treasurer’s Report– Ann reviewed the February income which included a Payment-In-Lieu-of-Tax in the amount of $8081.82 which was shared with the State, County, and local school districts, a motor fuel tax refund of $216.61, and a payroll audit refund of $171.00.

Bills– Wade, Dan and Nancy presented bills to be paid for the month. Dan Reeson moved to approve bills to be paid, Tim Czerwonka 2nd the motion. Motion carried.

Patrolman’s Report– Wade has been busy cutting brush on Buckeye Road and fixing turf roll-ups. The Class B weight limit signs have been posted. The roads appear not be in very good condition, due in part to the new steel blade on the plow, which has since been replaced.

Public Comments

  • Water Testing Pickup and Drop off-Nancy will be at the Town Hall on Saturday March 12th from 10:00 A.M. until noon to distribute bottles for water samples. Three tests are available. The homeowner package is $49.00, the metals package is $45.00, and the pesticide package is $27.00. All three tests are available for $113.00, a savings of $8.00. Please bring a check with you. Samples taken are to be returned on Monday, March 14th between 10:00 A.M. and Noon. If this is inconvenient for you, you may return the samples to the Town of Washington Recycling Center, at the intersection of Church Road and Hwy C from 6 A.M. until noon or to the UW Extension Office at the Justice Center in Monroe from 7:00 A.M. until 6 P.M.
  • Recycling Bulletin Board-Nana Schowalter would like to see a bulletin board at the recycling center both for posting notices and for citizens to post items. There is a board already there but is currently obstructed by a recycling bin. Dan Reeson will see if it can be moved to a neutral location. If not, Nana would like purchase wood for a new board to be built.

Old Business

  • Moratorium-Dan Reeson has our legal counsel reviewing the Moratorium on Livestock Facilities Ordinance in preparation for the Public Hearing which is scheduled for Tuesday, March 22nd at 8:00 P.M. at the York Town Hall.

New Business

  • Ron Erickson/New Glarus Fire District-The fire district is in need of expansion to its facilities to include a training area, meeting center, storage area, shower and laundry facilities, and restrooms, plus a driveway and parking area. $150,000 has already been raised for this purpose, but another $150,000 is needed. Area towns serviced by this district are being asked to contribute. The Town will discuss this further and possibly set aside monies over a two year period to help the cause.
  • Cindi Allbee-Peterson-Raise in Wages– Steve Hermanson move to increase Cindi’s recycling wage from $12.50 per year to $13.50 beginning on April 1, 2016, Tim Czerwonka 2nd the motion. Motion carried.
  • Summer Recycling Supervisor (April Prusia)– Steve Hermanson move to approve April Prusia as the summer Wednesday night supervisor and as a substitute for the Saturday morning supervisor when needed, Tim Czerwonka 2nd the motion. Motion carried. The Wednesday summer hours this year will begin on June 1st and end on September 2nd.
  • Change from full time patrolman to two part time patrolmen– There was some discussion on the matter, but no action was taken. This will be discussed again at the April Board meeting.
  • Citations Ordinance Discussion-Nancy drafted a Citations Ordinance which will help enforce some of the Town Ordinances by imposing fees when necessary. The ordinance was reviewed and will also be sent to legal counsel for review. A Public Hearing on this ordinance will be held in conjunction with the Town Annual meeting being held on Tuesday, April 19th.

Adjournment– Steve Hermanson move to adjourn the meeting, Tim Czerwonka 2nd the motion. Motion carried. The meeting adjourned at 9:15 P.M.
