Public Hearing and Regular Monthly Board Meeting
Tuesday, March 13, 2018

Prior to the monthly Board meeting, a public hearing was held at 7:00 P.M. concerning the proposed Town of York Livestock Ordinance. Members of the Board present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, and Clerk Nancy Anderson. Also present were the members of the York Plan Commission, as well as the Rural Land Commission Committee, and citizen Heidi Hankley.

The Town of York Rural Land Commission Committee consisting of members Nana Schowalter, Bob Bergman, Dan Truttmann, Bethany Storm and April Prusia gave a well prepared presentation including such things as the history behind the drafting of the ordinance, with the idea being to protect the safety, health, and groundwater of our Town’s citizens if large animal operations, or CAFOs, were to be established in our Town. Soil maps indicating that 90% of York’s land is susceptible to excessive amounts of manure were also presented. Last fall, water testing kits were distributed at the Recycling Center to help the Committee establish a baseline of the types and amounts of various bacteria and chemicals found in our wells. Time was reserved for questions from the audience.

The Board thanked the committee for all their efforts. Dan Reeson move to adjourn the hearing, Curt Moen 2nd the motion. Motion carried. The hearing adjourned at 7:57 P.M.

The regular monthly Board meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, Treasurer Ann Carlson, and Clerk Nancy Anderson. 1st Supervisor Steve Hermanson was absent. Verification of Proper Notice was given. Dan Reeson move to approve the February minutes, Tim Czerwonka 2nd the motion. Motion carried.

Treasurer’s Report-Ann Carlson reported that February was a month of little activity. The Town did pay $2000 for matching funds for road repairs for this year.

Bills– Nancy, Dan, and Tim presented bills for approval. Dan Reeson move to approve bills, Tim Czerwonka 2nd the motion. Motion carried.

Patrolman’s Report– Dan noted that Wayne plowed a couple of gravel driveways. The steel dumpster needs to be emptied, as does the waste oil container.

Driveway PermitPerry Sanoy (Builder)-Lot #3 Prairie Brook- Dan Reeson move to approve a driveway application for Brian and Robin Baker, owners, Tim Czerwonka 2nd the motion. Motion carried and $1800.00 collected.

Driveway RefundsScott and Gail Phillips (Prairie Brook Lot# 25) – The driveway was inspected and will need a little work done before a refund can be approved. Dan will call them. Pat Reichling (Buckeye Rd.).- Dan Reeson move to approve a driveway refund of $1000.00 for Pat Reichling, Reichling Farms, Tim Czerwonka 2nd the motion. Motion carried.

Rural Land Commission CommitteeExtend Moratorium until October 13, 2018– Dan decided to extend the moratorium at the April 10th meeting.

Public Comments– Nancy noted that a gutter is needed over the door to the Town Hall to prevent water from dripping down and icing the entrance to the building. Dan will get in touch with Seamless Gutters to perform the work.

  • Approve Livestock Siting Ordinance– Dan decided to approve the ordinance at the April 10th meeting.
