Town of York
Regular Monthly Board Meeting
Tuesday, May 10, 2016

The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson, along with Rural Land Commission Committee members Bob Bergman and Nana Schowalter. Other interested persons in attendance were Scott Thompson (Black Oak Woodworks) , Pete Koch (Green County Highway Commission), and Citizen Gabriella Ferguson. Verification of Proper Notice was given. Steve Hermanson move to approve the April minutes, Tim Czerwonka 2nd the motion. Motion carried.

Treasurer’s Report– Ann Carlson noted that the Town received lottery credit of $4,498.36, State Transportation Aids of $22,664.08 and reimbursement on the Poplar Grove Road Bridge of $24,020.44.

Bills-Nancy produced the May bills to be paid. Dan Reeson move to approve the bills, Steve Hermanson 2nd the motion. Motion carried.

Driveway RefundsGregory Erickson (Gould Hill Rd.)– Due to minor damage on the road at the driveway’s edge which will need to be repaired, $150.00 of the $1,000 refund will be held back. Dan Reeson move to approve a driveway refund of $850.00 for the Erickson driveway, Steve Hermanson 2nd the motion. Motion carried.

Town road RepairsPete Koch(Green County Hwy)-After reviewing repairs needed on Town roads, Steve Hermanson move to approve repairs for project #2602 for $9,842, #2603 for $30,544, #2605 for $22,291, #2606 for $16,530, and #2608 for $750, for a total of $79,957, Tim Czerwonka 2nd the motion. Motion carried.

Plan Commission

  • Joel Zimmerman Variance (Collin Gray farm)-Joel Zimmerman of JS Property Holdings LLC had purchased the farm and would like to sell off the buildings and small acreage while keeping the cropland. Currently the Land Division Ordinance does not allow any divisions until five years of ownership. The PC is considering a change to the ordinance. In the meantime, Dan Reeson move to approve a variance to JS Property Holdings LLC to sell the buildings and 10 acres, Steve Hermanson 2nd the motion. Motion carried.

Rural Land Commission Committee

  • Nana Schowalter told the Board that Bethany Storm is working on a mapping program for York and may need five to ten maps costing from $10 to $20 apiece noting sensitive areas. These maps would be available at the Town Hall and on the York website. The money in the Town savings account is there specifically for use by the Rural Land Commission Committee. Also, Nana spoke of a “meet and greet” being planned in June at the Dan Truttmann farm. A handout and mailer will be available soon.

Old Business

  • Results of Water testing program-Copies of the results of the testing were distributed. Board members noted that each of their results were satisfactory.

New Business

  • New Lawn Tractor-Dan Reeson purchased a new belt for the lawn tractor only to find out that the sealed transmission is leaking with no way to fix it. Dan will take it to Mineral Point for a trade-in and purchase something new.
  • Kim Peterson-Mobil greenhouse at recycling center– Some discussion took place concerning who would be in charge of the greenhouse while Kim or Cindy was busy tending to their supervisor duties. If they both could be there, or if payment were done on the honor system, then we would allow the greenhouse to be on site on a trial basis.
  • Approve Water Resolution-The Green County Board of Supervisors recently voted down funding a water study to be conducted by the UW citing they didn’t see the importance of spending money for that purpose. Many in the County disagree with that decision. Therefore, Dan Reeson move to approve a resolution for a countywide water study, Tim Czerwonka 2nd the motion. Motion carried.
  • Approve Citation Ordinance #16-02-Dan Reeson move to approve Citation Ordinance #16-02, Tim Czerwonka 2nd the motion. Motion carried.
  • Dates for Open Book and Board of Review– The Town of York will hold its Open Book on Wednesday, June 15, 2016 from 3:00 – 5:00 P.M. at the Town Hall, and Board of Review will be on Wednesday, June 22, 2016 from 7:00 – 9:00 P.M.

Adjournment-Steve Hermanson move to adjourn the meeting, Tim Czerwonka 2nd the motion. Motion carried. The meeting adjourned at 9:10 P.M.
