Regular Monthly Board Meeting
Tuesday, May 14, 2019
The meeting was called to order at 8:05 PM. Town Chairman Steve Van Hout, 1st Supervisor Tim Czerwonka, Treasurer Ann Carlson, and Clerk Heidi Hankley were all present. Second Supervisor Steve Hermanson was absent. Verification of proper notice was given. Meeting minutes for the Tuesday, April 9 Regular Board Meeting and a Special Meeting on Monday, April 22 were presented. Steve Van Hout moved to approve the April 9 minutes as presented, second by Tim Czerwonka. Motion carried. Steve Van Hout moved to accept the April 22 minutes as presented, second by Tim Czerwonka. Motion carried.
Treasurer’s Report– Ann Carlson presented her report and explained to new board members how to review the budget reports.
Bills– Heidi, Tim, and Ann presented bills to be paid. Tim Czerwonka made a motion to approve the bills as presented, second by Steve Van Hout. Motion carried.
Patrolman’s Report– Dan Ritschard of the Green County Highway Department presented the board with cost estimates for road repairs based on the annual road survey. Heidi will scan and send the proposals out to board members for consideration at the next meeting.
Driveway Refunds- Jay Schaffgem (Near York Church on State Rd. 39)– Steve Van Hout motioned to refund Jay Schaffgem $1000, second by Tim Czerwonka. Motion carried.
Plan Commission Report– Steve Van Hout reported that the Plan Commission is interested in posting updated dwelling unit allotment information on the website. Tim will check in with Dawn Doran and verify that we have the most updated version of the spreadsheet prior to posting.
Old Business
- Town hall energy upgrades– The new furnace has been installed in the garage under the town hall. Replacing the old windows was discussed, but the board would like to see a detailed estimate before proceeding.
New Business
- What to do with the old plow truck– Board members discussed the pros and cons of the truck, including information from Wayne Bue regarding many repairs that would need to be made to keep it in service. Steve Van Hout made a motion to sell the old plow truck with Wisconsin Surplus with a reserve bid of $8000. Second by Tim Czerwonka. Motion carried. Steve Van Hout will work with Steve Hermanson and Wayne to get the truck ready to list.
- Adding Kim Peterson as a recycling center employee– Kim Peterson has been acting as a substitute for Cindy Allbee-Peterson at the recycling center on a regular basis. Tim Czerwonka motioned to hire Kim Peterson as a recycling center employee at a rate of $13.50 per hour. Second by Steve Van Hout. Motion carried.
- Clerk computer purchase– Steve Van Hout made a motion to purchase a laptop computer for use by the town clerk for $601.99. Second by Tim Czerwonka. Motion carried. Heidi will affix a label to the computer that reads “Property of the Town of York”
- Road signs– The board discussed missing road signs and fire numbers. Steve Van Hout will look into replacing these. He will also investigate the legality of adding a stop sign to the end of a private road, as requested by residents of Amber Ridge.
- Town Hall refurbishing committee– Heidi agreed to coordinate a group of volunteers to spruce up the town hall, including clearing out unused items, organizing, and possibly new paint and curtains.
Adjournment– Tim Czerwonka moved to adjourn the meeting, second by Steve Van Hout. Motion carried. The meeting adjourned at 9:45 PM.
