Regular Monthly Board Meeting
Tuesday, November 13, 2018
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson. Others present were Todd Haase, Tim Burke, Keith Steele, Gregory Peterson, Diane O’Donnell and Jason Franzen. Verification of proper notice was given. After a minor change in the October minutes, Steve Hermanson move to approve the revised October minutes, Tim Czerwonka 2nd the motion. Motion carried.
Treasurer’s Report-Ann noted that we received our final State transportation aids for this year in the amount of $24,588.79.
Bills– Nancy presented bills to be paid, as did Tim and Dan. Dan Reeson move to approve the bills, Tim Czerwonka 2nd the motion. Motion carried.
Patrolman’s Report– Wayne is mowing back the roadways in preparation for snowplowing. The old IHC truck will have new brakes installed.
Driveway Permits
- Tim Burke (Builder-Sugar Creek Homes)– Prairie Brook Lots #6 and #27-Dan Reeson move to approve driveway permits to Tim Burke for Prairie Brook Lots #6 and #27, Steve Hermanson 2nd the motion. Motion carried. $3600.00 collected.
- Diane O’Donnell-Lot on Cty J. adjacent to N8415-Dan Reeson move to approve a driveway permit for Diane O’Donnell on Cty J adjacent to N8415 with a check for $800 and a $1,000 surety bond, Steve Hermanson 2nd the motion. Motion carried.
Driveway Refunds-None.
Plan Commission
- Greg Peterson-Land Division/Parcel Transfer– Dan Reeson move to approve a Land Division/Parcel Transfer for Greg Peterson, Tim Czerwonka 2nd the motion. Motion carried.
- Todd Haase for Kevin Bauman-Dan Reeson move to approve a Preliminary Parcel Division Inquiry for the Kevin Baumann farm on County A, Tim Czerwonka 2nd the motion. Motion carried.
- Keith Steele-Combine two small parcels into one parcel– Steve Hermanson move to approve Keith Steele combining lots 2 and 3 CSM 2839 into one parcel, Tim Czerwonka 2nd the motion. Motion carried.
Public Comments– Nancy asked the Board if they were interested in drafting a non discrimination policy. They felt it was not necessary at this time.
Old Business
- Todd Carlson/database update-Things somehow do not match up. Tim will plan on attending the next Plan Commission meeting with the hope that Dawn Doran will be able to attend as well to see if a solution can be reached.
- New Truck Bids/Estimates/Loan-After discussing a variety of bids, the matter will be tabled until the December meeting.
New Business
- Bryan Baker-Recycling Reprimand Letter-Having received a reprimand letter, Bryan Baker was upset after being given mixed messages as to recycling certain items. Nancy admits that there was miscommunication between herself and the recycling supervisor as to whether the item in question was to be recycled or thrown in the trash.
- Weeknight recycling– It may be possible to have the recycling center open occasionally on a weeknight, possibly once a month, if there is a need for it. The Board will contact two local electricians for bids on installing yard lights for the area.
- Budget Work for 2019– The budget was reviewed and a few changes were made for the new budget.
- Gift Certificate for Carrie Czerwonka-The Board would once again like to thank Carrie for all her work putting together the York annual newsletter. Dan Reeson move to approve the purchase of a gift certificate of $60 for Carrie, Steve Hermanson 2nd the motion. Motion carried.
- Schedule Budget Hearing– Steve Hermanson move to schedule the budget hearing for Tuesday, November 20th at 8:00 P.M., Tim Czerwonka 2nd the motion. Motion carried.
- Approve/Sign 2019 Blanchardville Fire/Ambulance Contracts– Dan Reeson move to approve the Blanchardville fire and ambulance contracts for 2019, Tim Czerwonka 2nd the motion. Motion carried.
Adjournment– Tim Czerwonka move to adjourn the meeting, Steve Hermanson 2nd the motion. Motion carried. The meeting adjourned at 9:45 P.M.
