Monthly Board Meeting
Tuesday, November 9, 2021
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order at 7:02 pm. The meeting was held in person and as a video conference on Zoom due to the COVID-19 pandemic. Chairman Dan Truttmann, 1st Supervisor April Prusia, 2nd Supervisor Travis Leonard, and Clerk-Treasurer Jessie Schlumpf were present. Verification of proper notice was given.
Public Comment- None.
Minutes October 12, 2021, Town Board Meeting- Minutes for the Tuesday, October 12, 2021, Board meeting were presented. Dan Truttmann moved to approve the minutes as presented; second by April Prusia. Motion carried.
Treasurer’s Report, and ARPA update- The Treasurer’s report was presented. Travis Leonard moved to approve the Treasurer’s Report; second by April Prusia. Motion carried. ARPA: Jessie Schlumpf reported that the Town of York does not have any revenue loss. Town Hall updates (windows, better Wi-Fi connection, wiring, ventilation) are being considered.
Bills- Jessie Schlumpf presented bills to be paid. Dan Truttmann moved to approve the bills as presented; second by Travis Leonard. Motion carried.
Patrolman’s Report- Wayne Bue will be repairing the damaged culvert on York Center. Replacement signs have been installed for south Postville Rd., Buckeye, and Hay Hollow at 39. The Ford truck needs carbide tip blades (~$400 each); 2 blades are on order (4-6 weeks). Wayne and April Prusia will check on prices for stump spray. The salt shed is full of material. Steve Hermanson has agreed to plow snow for the upcoming season. The Board discussed plow upgrades and purchasing a larger truck for hauling road materials when replacing the current truck. The tractor has ~1,500 hours; weights on the right-side wheel do not stay tight on the stud. Wayne discussed putting Bobcat couplers on the excavator. The Board discussed holes at the top of Gould Hill and Yankee Hollow and another one on Gould Hill at the town line.
Plan Commission Report- Bethany Storm reported the Plan Commission finished reviewing goals and compiling updates. She plans to compile maps and figures and provide a draft of the Comprehensive Plan next month, with the public hearing on the Plan in January or February. The Board discussed printing copies of the draft versus reviewing digitally; Dan Truttmann will work with Bethany to print the needed paper copies. The Board asked whether the Vision Statement should be reviewed.
Chairman Report- 1) Dan Truttmann reported that a printer for the Town Hall has been ordered. 2) He talked with Scott Jelle about the Diane O’Donnell camper situation; still no well, septic or plumbing in the new construction. A timeline was set in July, but no action has been taken. Dan left a message with Jeff Briggs of Green County and is waiting for a response. 3) Dan will also check with Jeff Briggs about the abandoned camper on Badger Road. 4) Dan reported on the informational meeting about the 2025 Hwy. 39 resurfacing project. 5) He also reported receiving the second assessment noncompliance notice from the Department of Revenue (range should be 90-105%; we’re currently at 72%). Reassessment next year will address this problem. There will be a reassessment educational meeting at the Town Hall for York residents on Tuesday, November 16, 2021, at 7:00 p.m. with assessor Greg Gardiner.
Business Items-
Jenny Simpson driveway refund – W9115 State Rd. 39- The Board discussed this driveway. Dan Truttman moved to approve the driveway refund for Jenny Simpson; second by April Prusia. Motion carried.
Patti Fenske driveway refund – Lot 14 Pondrose- The Board discussed this driveway. Dan Truttmann moved to approve the driveway refund for Patti Fenske; second by Travis Leonard. Motion carried.
Verizon (Ray Shinkle) driveway permit – State Rd. 39- Paperwork and the fee have not been received. The Board tabled this item until a future meeting.
Scott Riedasch/Ann Marie Ott – Christopher/Alicia Hyberger land division – CSM 3408 Lot 2- The Board discussed this land transfer (off Badger Rd.). Dan Truttmann moved to approve the land transfer from Scott Riedasch and Ann Marie Ott to Christopher and Alicia Hyberger, CSM 3408 Lot 2; second by April Prusia. Motion carried.
Jim Syse – Kendall Syse land division/transfer – 49.3 acres, Sunnyside Rd.- The Board discussed this land division and transfer with one dwelling unit. Dan Truttmann moved to approve the land division and transfer from Jim Syse to Kendall Syse of 49.3 acres on Sunnyside Rd.; second by Travis Leonard. Motion carried.
Kendall Syse driveway permit- Mr. Syse indicated he will request a driveway permit in 2022. The Board tabled this matter.
Kristi Leonard – land transfer- The Board discussed this land transfer of 17 acres with one dwelling unit. Dan Truttmann moved to approve the land transfer from Gordon and Gwenyth Sisson to Peter Leonard; second by April Prusia. Motion carried.
Green County proposed zoning amendments- Dan Truttmann received a call from the Chair of the Town of Brooklyn regarding the “shooting range” language in the proposed zoning amendments asking for York’s support on their language. Green County wants comments before the 1/10/2022 tentative public hearing. The Board and Bethany Storm also discussed ag use zoning to protect farmland; the Board will look at how other counties have done the same. The Board also discussed a possible resolution to use “land account” funds to pay for legal expenses on land use challenges. Proposed amendment language from the Board to be forwarded to Jessie Schlumpf by the first week of December. The Board will review and discuss the proposed amendments at the December Board meeting.
Town of York Newsletter- The Board discussed ideas for articles for the newsletter. Carrie Czerwonka will interview the new owner of the welding shop; Kim and Cindy Peterson will provide a Recycling Center update; Bethany will report on the Plan Commission’s Comprehensive Plan update and hearing process; and Board members will introduce themselves to Town residents. Articles, as well as Board member head shots, should be emailed to Carrie Czerwonka by the end of November.
2022 budget – Blanchardville EMS- The proposed 2022 budget will be updated to include the increased Blanchardville EMS cost. The Budget Hearing, Electors Meeting and Special Board Meeting will take place on Monday, 11/15/2021 at 7:00 pm.
Adjournment- Travis Leonard moved to adjourn; second by April Prusia. Motion carried. The meeting adjourned at 9:12 pm.
