Regular Monthly Board Meeting
Tuesday, October 10, 2017

The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson, along with Chuck McCormick, Ron Erickson, Brandy Lyda, Bob Bergman, Nana Schowalter, Chris and Nikol Mellenberger, Meg Pokorney, and Jonathan and Linda Sheridan. Verification of Proper Notice was given. Steve Hermanson move to approve the September minutes, Tim Czerwonka 2nd the motion. Motion carried.

Treasurer’s Report-Ann distributed the monthly financial report, noting that September was a month with little activity.

Patrolman’s Report-Dan reported that Wayne has begun the final mowing for this season.

Driveway Refund-Bob Gore (Prairie Brook)- Steve Hermanson move to approved a driveway refund to Bob Gore for $1,000, Tim Czerwonka 2nd the motion. Motion carried.

Old Business

  • Ron Erickson-Fence issue between Ron and absentee Land Lord– Chuck McCormick appeared to gather information for the Land Lord as to what actually needs to be done. Ron described the poor condition of the fence and who had been responsible for which areas of fence in the past. He also obtained an estimate from Sager Fencing of $400 for removal of the old fence, and $2600 for fence replacement and cutting brush where needed. Ron is willing to pay 25% of the total cost of the fence replacement. Chuck will contact the Land Lord with this information and get back to the Chairman on Wednesday. December 15th is the deadline for a response from the Landlord.
  • Amber Ridge-Petition York to Take Over/Maintain Private Road- Chris Mellenberger spoke on behalf of the Amber Ridge Homeowner’s Association. After some discussion about the matter, Dan Reeson made a motion to take over maintenance and snowplowing of the Amber Ridge Road, and asked for a Roll Call vote. Tim Czerwonka 2nd the motion. The voice vote was as follows: Chairman Dan Reeson “aye”, 1st Supervisor Tim Czerwonka “nay”, and 2nd Supervisor Steve Hermanson “nay”. The vote failed on a two to one vote.
  • New Appointee to Plan Commission-Tim Czerwonka invited Brandy Lyda to the Town Board meeting so that the Board would have a chance to meet her. She attended the Plan Commission meeting on October 3rd where she met all the members and learned about the functions of the Commission. After a short discussion, Tim Czerwonka move to approve Brandy Lyda as a new Plan Commission member, Steve Hermanson 2nd the motion. Motion carried. Welcome, Brandy!
  • Town Hall Roof and Vent Repairs-The Town Hall roof is in need of repair. Steve got an estimate from Stol Fuf Construction to do the job. Steve Hermanson move to hire Stol Fuf Construction to install a steel roof in the amount of $3200 and provide him with liability insurance during the installation. Tim Czerwonka 2nd the motion. Motion carried.
  • Newsletter articles due today– Articles for the annual newsletter are due to our Editor, Carrie Czerwonka today, or as soon as possible.

Rural Land Commission Committee-Livestock Siting Ordinance– Steve Hermanson move to extend the Moratorium on Livestock Facilities for another six months, Tim Czerwonka 2nd the motion. Motion carried. The moratorium is now extended until April 13, 2018. Also, the RLCC has submitted an article for the annual newsletter which contains a link to an online survey concerning water quality in York. The cost to conduct the survey will be $35 to $50. Tim Czerwonka move to approve $50 for the RLCC to perform an online survey, Steve Hermanson 2nd the motion. Motion carried. Nana Schowalter noted that the RLCC will be handing out Water Test Kits at the Recycling Center on both November 11th and November 18th.

New Business

  • Recycling Center Issues and Solutions-Dan had taken pictures at the Recycling Center on September 30th which he shared with Board members. Someone had entered the area when the gates were closed and no supervisor was on duty. There was trash, recyclables, paint cans and other items left in front of the trash bins when the supervisor came on Saturday morning, making matters difficult for the supervisor and patrons as well. Steve will price motion sensor cameras, and Wayne will close the fence opening next to the gated entry.
  • Budget– Ann led the Board through the York proposed budget for 2018. Additional monies were added for items such as fuel and oil as well as trash and recycling expenses. Steve Hermanson move to hold the annual budget hearing on Tuesday, November 21st at 8:00 P.M., Tim Czerwonka 2nd the motion. Motion carried.

Adjournment-Tim Czerwonka move to adjourn the meeting, Steve Hermanson 2nd the motion. Motion carried. The meeting adjourned at 9:33 P.M.
