Monthly Board Meeting
Tuesday, October 11, 2022
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order at 7:03 pm. The meeting was held in person and as a video conference on Zoom. Chairman Dan Truttmann, 1st Supervisor April Prusia, 2nd Supervisor Travis Leonard, and Clerk-Treasurer Jessie Schlumpf were present. Verification of proper notice was given.
Public Comment- Rachel Plum (area business owner) asked whether the Town would consider a 1-day pass for a proposed 10/23/2022 ATV/UTV ride to demonstrate traffic flow, grant availability with increased tourism, etc.; insufficient notice to the Board, Green County and the Sheriff for the request was cited by the Board as the reason to not consider the request. Dave Erickson also recommended a referendum to seek town residents’ thoughts on ATV/UTV access in York.
Minutes of 9/13/2022 Discontinuances Public Hearing, 9/13/2022 Board Meeting, 9/13/2022 Board of Review Adjournment, and 10/03/2022 Special Board Meeting- Minutes for the Tuesday, 9/13/2022 Discontinuances Public Hearing, the Tuesday, 9/13/2022 Board Meeting, the Tuesday, 9/13/2022 Board of Review Adjournment, and the Monday, 10/03/2022 Special Board Meeting were presented. Dan Truttmann moved to approve the minutes of the 9/13/2022 Discontinuances Public Hearing; second by Travis Leonard. Motion carried. Dan Truttmann moved to approve the minutes of the Tuesday 9/13/2022 monthly Board meeting as revised; second by Travis Leonard. Motion carried. April Prusia moved to approve the minutes of the Tuesday 9/13/2022 Board of Review Adjournment; second by Dan Truttmann. Motion carried. April Prusia moved to approve the Town Board Special Meeting minutes from 10/03/2022; second by Dan Truttmann. Motion carried.
Treasurer’s Report – The Treasurer’s Report was presented. Dan Truttmann moved to approve the Treasurer’s Report as presented; second by April Prusia. Motion carried.
Bills- Jessie Schlumpf presented bills to be paid. Dan Truttmann moved to approve the bills as presented; second by Travis Leonard. Motion carried.
Patrolman’s Report- The Board recognized the many years of service of patrolman Wayne Bue, presenting him with gifts, including an oil painting of the Town Hall by Chuck Bauer.
Lance Moen reported that Green County is back to seal coating and blacktopping, also Green County has not fixed the Dougherty Creek bridge guardrail. Lance has been filling potholes, cutting brush, he installed a new roof on the Recycling Shed (Aaron Gifford donated shingles and Bryon Krahenbuhl donated a roof vent), he has completed a few small repairs, obtained a new blade for the weed eater, and he and Wayne Bue have been working on repairing the brackets on the tractor. The Board discussed PTO options for the new truck, including ease of repair of the belt. The washers on the oil containment at the Recycle Center have also been repaired. Dan Truttmann reported that sweeping of pea gravel has been completed. The Board talked about the need for snow fencing, and a rotating schedule for snowplow drivers. The Board also discussed other snowplow drivers.
Weed Commissioner Report- Aaron Gifford reported he and Lance Moen have talked regarding a game plan for ditches next year. Aaron has been researching sprayer options to put on the truck. Travis Leonard reported there is a patch of Johnson grass at H and J, an invasive that needs to be eradicated.
Plan Commission Report- Dan Truttmann reported the Plan Commission continues to talk about ordinances, including he and Bethany Storm meeting with the Town’s attorney about dark sky, land division and driveway ordinances. The Plan Commission cannot draft an ordinance on tower placement. They also discussed driveway discontinuances, but it is more of a budgeting issue.
Business Items-
New Glarus Fire District – Ron Erickson- Mr. Erickson reported that costs are up 5.25% (fuel), the NGFD is trying to catch up on purchases due to supply chain issues, they are looking at purchasing a new fire truck in 2027. The firefighters have purchased quite a bit of equipment through their fundraising efforts. NGFD is currently at 28 firefighters (maximum is 34). Dan Truttmann moved to approve the 2022-2023 New Glarus Fire District budget as presented; second by Travis Leonard. Motion carried.
Town of York Newsletter: articles due 10/31/2022; ads- Carrie Czerwonka talked with the Board about newsletter article options and ads to help defray the publishing cost. Jessie Schlumpf will post a request for ads on the website – business card size at a cost of $100.
Clerk/Treasurer posting and interview process- Jessie Schlumpf reported the job posting is on the website, at the Town Hall, at the Recycling Center, and will be published in the Pecatonica Leader this week and the New Glarus Post Register next week. Board members will also post at area businesses and on Facebook. The Board discussed the Wis. Towns Association salary survey, per population, area of the state, etc., and sample interview questions Jessie provided to them.
Solicit plow truck bids- Travis Leonard will work on the list of options needed and soliciting bids for a new plow truck.
ATV/UTV ordinance discussion- The Board discussed the need for a citation ordinance, including fines, the route (proposed route versus all roads or all roads south of Hwy. H), and the process for a referendum. Tabled for further discussion in November.
2023 budget updates and discussion about partnering with Blanchardville on various services- The Board discussed possible partnering on services and will address if the need arises. The Board reviewed the New Glarus EMS contract. April Prusia moved to approve the New Glarus EMS contract for $6,099 for 2023; second by Dan Truttmann. Motion carried. Jessie Schlumpf and the Board discussed and reviewed the proposed budget, including EMS and fire department services. Jessie will update the draft budget, and create the Budget Hearing notice, including the budget summary.
Set date for Budget Hearing, Special Meeting to Adopt Tax Levy, and Town Board Special Meeting- The Budget Hearing, Special Meeting to Adopt Tax Levy, and Town Board Special Meeting will be held on Wednesday, 11/09/2022 at 7:00 pm prior to the regular Board meeting.
Open Book scheduled for 10/24/2022 at 10:00 a.m.-Noon and 1:00 p.m.-7:00 p.m. (BY APPOINTMENT)- Jessie Schlumpf reported notice of reassessment letters with instructions for making appointments for open book were mailed by Gardiner Appraisal on Tuesday, 10/11/2022.
Board of Review scheduled for 11/10/2022 at 5:00 p.m.- Any Board of Review hearings will be scheduled for Thursday, 11/10/2022 at 5:00 p.m.
Adjournment- Travis Leonard moved to adjourn; second by April Prusia. Motion carried. The meeting adjourned at 10:03 pm.
