Regular Monthly Board Meeting
Tuesday, September 12, 2017
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson along with Green’s Prairie Cemetery President Dave Green, Joe Zimmerman, Jay and Marni Schaefgen, Diane O’Donnell, Ron Erickson, Jim and Jean Schiller, Rural Land Conservation Committee members Bob Bergman, Nana Schowalter and Dan Truttmann, Meg Pokorney, Chris Mellenberger and a host of citizens from the Amber Ridge Subdivision. Verification of Proper Notice was given. Steve Hermanson move to approve the August meeting minutes, Tim Czerwonka 2nd the motion. Motion carried.
Treasurer’s Report– Ann Carlson noted that the Town received its August Tax Levy settlement in the amount of $63,565.54.
Bills– Nancy presented bills to the Board. Dan Reeson move to approve the bills, Tim Czerwonka 2nd the motion. Motion carried.
Patrolman’s Report– Wayne is busy doing grading work on Town lanes. He will soon mow one last time for this season.
Driveway Permits
- Bernhard Schultheiss (extension)– The Schultheiss’ have already received their driveway refund, so Dan will contact them once again to understand what the concern is actually about.
- Joel Zimmerman (Cty H near Blanchardville)– Dan Reeson move to approve a driveway application for Joel Zimmerman, Steve Hermanson 2nd the motion. Motion carried and $1800.00 collected.
- Jay/Marni Schaefgen (CSM 2650, Hwy 39 near the York Church)– Dan Reeson move to approve a driveway application for Jay and Marni Schaefgen, Tim Czerwonka 2nd the motion. Motion carried and $1800.00 collected.
- Diane O’Donnell (Cty J, Lot 1, between fire #/s 8409 and 8411)-Dan Reeson move to approve a driveway application for Diane O’Donnell, Tim Czerwonka 2nd the motion. Motion carried and $1800.00 collected.
New Business
- Dave Green presented the annual cemetery report. The report can be found elsewhere on our website.
- Ron Erickson-New Glarus Fire District Budget– The budget needs have remained the same for this year at $165,000. York’s portion is $14,941.08. New air packs are being replaced after 15 years in service, and “turn out” gear is being replaced after 12 years of service. A new pumper truck will be purchased in 2019 or 2020 for approximately $500,000.00.
- Ron Erickson- Fence issue between Ron Erickson and absentee Land Lord– A recurring issue of poorly maintained fence line between Ron and his neighbor needs to be addressed. Patching is no longer the answer. A certified letter will be sent to the owner about this matter.
- Amber Ridge-Petition York to Take Over/Maintain Private Road– Chris Mellenberger, representing a large group of Amber Ridge citizens presented a petition to the Board to take up maintenance of the private road. The road appears to be in somewhat of decent repair, but may need some updates. At this time there are fifteen residences, and twenty-three youngsters who are bused to the New Glarus Schools from this road. Also of concern is that although the Amber Ridge Home Association currently maintains the road, there is quite a bit of outside traffic using the road as a shortcut. After some discussion and reviewing the engineering report of the road conducted in 2008, the Board decided to wait until next month to revisit the issue and make a decision.
- Review/Sign New Assessor Contract-After a review of the contract, Dan Reeson move to accept the new assessor contract, Steve Hermanson 2nd the motion. Motion carried.
Plan Commission– Jim and Jean Schiller-Transfer Inquiry Form– The Schiller’s had attended and received approval at the Plan Commission meeting the previous Tuesday. Dan Reeson move to approve the Transfer Inquiry Form, Steve Hermanson 2nd the motion. Motion carried. New Appointee for PC-Brian Bubenzer has resigned from the Plan Commission and a new member needs to be appointed. The Board will try to find a new appointee for the commission.
Rural Land Commission Committee-Livestock Siting Ordinance- The Town hired Midwest Environmental Advocates, Inc. to review and adopt additional standards for the ordinance. Nana Schowalter was pleased with their review and advice. The RLCC now has additional work to do, but are definitely headed in the right direction.
Public Comments-Alliant Energy Line Rebuild 2018- Alliant Energy will be rebuilding several lines in the Town. New line locations will include Hay Hollow Rd., Minert Rd. York Center Rd., Badger Rd., CTH A, and Postville Rd. Affected parties will all be contacted. If you have questions, you may contact Dennis Stephenson, Intren, Inc. at 262-307-5284.
Other Business
- 2020 Census– Citing insufficient staff and lack of funds, Dan Reeson move to not participate in the 2020 Census, Tim Czerwonka 2nd the motion. Motion carried.
- Green County Moratorium– Although the Town has its own moratorium on large animal operations known as CAFOs, the Town will probably opt to be included in the Green County Moratorium coverage.
- Town Hall Roof & Vent Repairs– The Town Hall is in need of a new roof. Steve Hermanson will seek bids for a new roof and report back next month
