Regular Monthly Town Board Meeting
Tuesday, February 8th, 2011
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Dan Truttmann, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson. Verification of proper notice was given. Dan Truttmann move to approve the January minutes, Steve Hermanson 2nd. Motion carried.
Treasurer’s Report- Ann provided the Board with a profit and loss statement for January. The Board liked the percentages that were included on the statement and would like to continue this report throughout the year.
Bills- Bills for chips, snow plowing, supplies and the salt shed were presented. Dan Reeson move to approve the bills, Steve Hermanson 2nd. Motion carried.
Patrolman’s Report- The chains on the grader don’t work well on radial tires, but new ones would be quite costly. Repairs and finishing touches on the salt shed were completed. Otherwise, work continues to remove and push back snow banks.
Plan Commission- The Commission did not meet this month because of the snow storm. Steve Hermanson did talk to Curt Moen about the Data Base situation. Curt would like to talk to Brooklyn and another community about how they are handling their data information.
Public Comments- Dan Reeson read a letter from Teresa Zimmer concerning noxious weeds in CRP land. Any violations reported to the FSA will be forwarded to the Town Chairman who, once the violation is confirmed will provide a written statement to the FSA, which allows them to enforce compliance regulations. Kim Bahe who owns land on Jeremiason Lane was fined (not by the Town of York) for not mowing or plowing, and he appeared before the Board for verification of his maintenance work.
Old Business
Salt Shed- Steve Hermanson spoke with Bruce Daggett of WI Badger Construction who made final repairs. The building appears to be strong and well made. The Board approved final payment for the building of $11,298.00. Salt will not be put in the shed until the floor is sealed. The only other improvement might be bringing electrical service to the structure. Steve will get an estimate from a local contractor.
Approve final 2010-2011 Budget- Dan Truttmann move to amend the budget to reflect the beginning balance of $57,961.00, Dan Reeson 2nd. Motion carried.
New Business
Driveway Ordinance Refund Deadline- Steve composed a letter to persons who never requested their driveway refunds. Letters will be sent in March to those whose money we are still holding. Steve would like to see a checklist of steps needed to take for obtaining driveway permits and requesting refunds. Also, an amendment needs to be made to the driveway ordinance limiting requests for refunds to two years. A Public Hearing on this matter will be held the same evening as the April, 2011 monthly Board meeting. Letters to citizens that have not requested refunds will be sent in March then given sixty days to respond and request a refund or else forfeit the refund.
County Farmland Preservation contact person- A letter from Todd Jenson of the Green County Dept. of Land Conservation was read to the Board requesting a contact person to help rewrite the Farmland Preservation Act by the year 2012. Dan Truttmann offered to be the contact. Steve Hermanson spoke with Corinne Ballinger about the Working Lands Initiative to get more answers before applying for the program which runs for fifteen years. As it turns out, those interested are probably too late to apply this year. A concern is whether or not the funding will be cut and how many people will apply as this will affect the dollar amount paid out. The Town Newsletter is ready to be put on the website. Dan Truttmann will check with Carrie as to where would be a good place to have some printed.
