Regular Monthly Town Board Meeting
November 9, 2010
The meeting was called to order at 8:02 P.M. Present were Chairman Dan Reeson, 1st Supervisor Dan Truttmann 2nd Supervisor Steve Hermanson, Treasurer Nathan Ula and Clerk Nancy Anderson along with six concerned citizens. Verification of proper notice was given. Steve Hermanson move to approve the October minutes, Dan Truttmann 2nd. Motion carried.
Treasurer’s Report- Income included building inspection fees $120.00, and interest on account $41.72. After payroll and bills were paid, the balance as of November 9th is $160,883.12, and $1000.25 in the RLCC fund.
Bills-Wayne had bills for signs and posts, and Sloan Implement for $30.25, Steve Hermanson for the concrete work for the salt shed, $13,494.00, Kranig, $436.79 and Truck Country for $217.25. Dan Reeson move to approve the bills, Dan Truttmann 2nd. Motion carried.
Patrolman’s Report- Wayne is done mowing. The radiator in the IH truck is leaking and will need repairs. Steve Hermanson will call Roger Isely about replacing a culvert on Gould Hill Rd. and removing some stumps.
Plan Commission- Heidi Hankley talked about a representative from DATCP who spoke to a group at the Plan Commission meeting about the Wisconsin Working Lands Initiative. General information requirements are that five eligible land owners must petition, all land must be in a farmland preservation area, the land must be contiguous, and used primarily for agriculture. Payments could be $5, $7.50, or $10 per acre. The entire Town of York is eligible for the program. The deadline to petition is February 18, 2011.
Public Comments- Todd Carlson stated that the new website is up and running and would like to schedule a training session for those interested.
Old Business
Salt Shed- Bids from WI Badger Construction, Eveland Construction and Burnham Lumber were reviewed. Dan Truttmann move to purchase the salt storage shed from WI Badger Construction for $14,302 with 20% down now with the remainder due in 2011, Steve Hermanson 2nd. Motion carried.
Alternative Claims Ordinance- Nancy presented a copy of the Alternative Claims Ordinance to the Board which will come before the electors on November 23rd when we have the public budget hearing. This ordinance will allow for the payment of certain bills before they are actually approved by the Board for such items as utility bills, payroll checks, payroll withholding and other charges that must be paid on demand, not to exceed $1500.00.
Treasurer Appointment- Dan Reeson will appoint Ann Carlson as the temporary appointed treasurer. She is an elector in the Town of York, a CPA with a BBA from UW – Whitewater and an MBA from Edgewood College. She is replacing Nathan Ula, a thirty year veteran. She will also be doing the tax collection.
Budget- The Board made a few changes in the budget, lowering garbage pickup costs and changing clerk and treasurer salaries, which will all have to be approved by the electorate at the hearing later this month.
New Business
Blanchardville Fire Dept. Contract- The contracts for the Blanchardville Fire Depts. needed to be signed by the Chairman and one supervisor. The amounts are $26,940 for fire protection and $4165 for ambulance protection for the coming year.
Driveway Refund-Dan Truttmann move to approve a driveway refund for Kit Foley, Dan Reeson 2nd. Motion carried. $1500.00 will be refunded to her.
Adjournment- Dan Truttmann move to adjourn the meeting, Steve Hermanson 2nd. Motion carried. Meeting adjourned at 10:17 P.M.
