Regular Monthly Board Meeting
Tuesday, October 11th, 2011
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Dan Truttmann, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson. Verification of proper notice was given. Dan Truttmann move to approve the September meeting minutes, Steve Hermanson 2nd. Motion carried.
Treasurer’s Report– Ann Carlson presented the September profit and loss statement as well as the profit and loss budget vs. actual. The last payment for transportation aid has been received and will appear on the October statement.
Bills– Wayne had work done on the IHC truck, and has been working on the tractor. Bills were presented for an air filter, parts from Sloan Implement and two bus stop signs for $115.00. Ed Klitzke will paint the IHC.
Patrolman’s Report-Twenty bags of garbage have been found on the Gary Thompson property. The sheriff was called and a name was retrieved from one of the bags. Dan Reeson will report back to the clerk as to how we will proceed on this matter. Wayne will begin mowing again for the last time this season.
Plan Commission– A draft of the Bill Board Control ordinance was passed out to Board members and will be discussed at the November meeting with a hearing to follow. Dan Truttmann also noted that at the PC meeting the farmland preservation map was discussed as well as which areas should be included. Dan will be attending a joint meeting with the consultant on November 1st to discuss this.
Public Comments– Dan Reeson and Dan Truttmann reported that people have made good comments about having Cindi Allbee as the new recycling supervisor.
The New Glarus School District Referendum will be held on Tuesday, November 8th. Steve Hermanson move to hold the November Town Board meeting on Wednesday, November 9th, Dan Truttmann 2nd. Motion carried.
Also, the budget hearing will be scheduled for Tuesday, Nov. 22nd along with a hearing for the Billboard Control Ordinance. Steve Hermanson move to hold both the budget hearing and the Billboard Control hearing beginning at 8:00 P.M. on November 22nd, Dan Truttmann 2nd. Motion carried.
Old Business
Town Garage Repairs- Steve Hermanson has not heard yet from Greg Halverson.
Employee Grievance Procedure- Dan Truttmann spoke to Mary Anne Oiemechen, and she would be willing to be the impartial hearing officer which is one of the requirements of the grievance procedure. Dan will speak to her once again about fees to be charged for this service. Dan Reeson resolves to approve the adoption of an Employee Grievance Procedure with Mary Anne Oiemichen as the hearing officer, Steve Hermanson 2nd. Motion carried.
New Business
Assessor Contract/Budgeting for new electronic assessing requirements– Due to changes in state requirements for assessing, all records must be kept on an electronic system called Market Drive. Due to inadequate assessment record keeping in the past, all properties in the town will have to be re-valuated. The cost for this will be $17,700.00, which is in addition to our regular assessment contract of $6,000.00 per year. Also, we will be charged an additional $175.00 if USPAP reports are mandatory in 2013. The revaluation will begin in July of 2012 and completed by Board of Review time in late 2013. The cost will be split over two years. Dan Reeson move to approve the new three year maintenance contract at $6000.00 per year, beginning on September 1, 2011 and expiring on August 31, 2014, Dan Truttmann 2nd. Motion carried. Dan Reeson move to approve the revaluation contract for $17,700.00 with the work and the cost to be split over a two year period beginning in 2012 and ending in 2013, Dan Truttmann 2nd. Motion carried.
Ron Erickson– New Glarus Fire District Budget- Ron told the board that the fire district will require a 1.3% increase in the coming year. The firehouse needs a new roof ($74,000), new 2 ½ “ fire hose, and money to complete the narrow band radio requirements. He also alerted the board to the possibility of a new tanker by the year 2014. Steve Hermanson move to approve the New Glarus Fire District 2012 budget proposal of $11,648.20, Dan Truttmann 2nd. Motion carried.
Blanchardville Fire Department Contracts– The new 2012 contract is for $26,370.00 for fire protection and $4147.00 for ambulance service. Dan Reeson move to approve the 2012 Blanchardville fire department/EMS contract for $26370.00 and $4147.00 respectively, Dan Truttmann 2nd. Motion carried.
Town Budget– The town levy has gone up slightly from last year. The board worked through the budget. Ann will put everything together for the November meeting when the Board will try to finalize their numbers.
Newsletter– Carrie Czerwonka is willing to put our newsletter together again this year. All board members should contribute articles as soon as possible.
