Regular Monthly Board Meeting
Tuesday, September 13, 2011
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Dan Truttmann, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson. Verification of proper notice was given. Dan Truttmann move to approve the August, 2011 minutes, Steve Hermanson 2nd. Motion carried.
Treasurer’s Report– Ann Carlson presented the August, 2011 Profit and Loss statement, along with the January through August, 2011 Profit and Loss Budget versus Actual report, noting that we were a little over budget on the Highway Contracted Work.
Bills– Wayne presented bills for tail lights, silicone spray, oil filters, and blacktop. Some repairs are needed on the IHC truck and the tractor. Also, the emissions control on the Freightliner truck needs to be checked before the warranty expires. Dan Truttmann presented a bill for recycling fluorescent lamps. Dan Reeson move to approve the bills, Steve Hermanson 2nd. Motion carried.
Patrolman’s Report– The IHC truck is in for some repairs including the shift selector, the ABS light and king pins. Wayne has been checking around for having the truck repainted and would like the hydraulic lines fixed. Wayne will check with Eggimann. Roger Isely is pulling out stumps on Gould Hill Rd. but had to stop for machinery repairs. Wayne would like the Board to rent a brush cutter again this fall or hire Green County to cut brush along York Center Rd. Sign reflectivity needs to be inventoried before year’s end.
Plan Commission– Todd Larson reported that currently, the Commission continues to work on tracking parcels and a sign ordinance. He has met with the Town of Dunn and believes their model would be a good fit for our Town with some changes. The draft of the Sign Ordinance should be ready for the Board at the October meeting. Dan Truttmann will be attending the next PC meeting to ask the members to take a look at an aerial map and determine which area or areas would, should or could be eligible for the Farmland Preservation program.
Public Comments– According to Nancy Anderson, the Town of York received a commendation from the Alliance for Regulatory Coordination for efforts to promote public safety.
Old Business
Shed Repairs-Steve Hermanson had one bid for $850.00 for labor from Greg Halverson for shed repairs. The Town will purchase the materials, but Greg will be responsible for the measuring. Steve Hermanson move to hire Halverson Builders to make shed repairs, Dan Truttmann 2nd. Motion carried.
Driveway Refunds-James Jacoby, Patricia Helland, Sally Canfield- Steve Hermanson move to approve a driveway permit refund of $500.00 to James Jacoby, Dan Reeson 2nd. Motion carried. Steve Hermanson move to forfeit the driveway permit refund for Patricia Helland and place a special assessment of $95.35 for a culvert on her real estate tax bill, Dan Truttmann 2nd. Steve Hermanson move to approve a driveway permit refund of refund $500.00 to Sally Canfield, Dan Reeson 2nd. Motion carried.
Concealed Carry of Weapons– Dan Truttmann produced copies of the new WI statutes explaining that the Town can decide to post signs by motion, resolution or ordinance.
New Business
Bill Kuenzi–Annual Green’s Prairie Cemetery Report– Bill Kuenzi gave a report of the Green’s Prairie Cemetery Association activities including the annual burning, installation of a handrail over the center stile, thanking Dan Reeson for flag placement for Memorial Day, the chemical free efforts to eliminate or slow down the growth of leafy spurge by releasing two species of leafy spurge flea, and the continuing efforts to track the history of those buried there.
Resolution for All Hazards Mitigation Plan Revision– Dan Truttmann move to approve the All Hazards Mitigation Plan Revision for 2011, Steve Hermanson 2nd. Motion carried.
Fee Schedule for Public Services– Nancy will check files and minutes to locate previous set fees for public services.
Driveway Permit– Josh Erb- Jim Jensen appeared before the Board as representative for Josh Erb seeking a driveway permit. Dan Reeson move to approve the driveway permit for Josh Erb, Dan Truttmann 2nd. Motion carried. $1800.00 collected.
Adjournment– Dan Truttmann move to adjourn the meeting, Steve Hermanson 2nd. Motion carried. Meeting adjourned at 10:01 P.M.
