Regular Monthly Town Board Meeting
Wednesday, November 9, 2011
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Dan Truttmann, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson. Verification of Proper Notice was given. Steve Hermanson move to approve the October meeting minutes, Dan Truttmann 2nd. Motion carried.
Treasurer Report- Ann Carlson presented the October Profit & Loss Budget vs. Actual Report and discussed possibly issuing 1099’s next year for per diems.
Bills– Bills from Advance Concrete, Sloan Implement, General Communications were presented. Ann presented bills for dog license fees and a treasurer’s bond. She also was seeking approval for her tax collection software fee from J. Mauel, the amount yet unknown. Dan Reeson move to approve the bills, Steve Hermanson 2nd. Motion carried.
Patrolman’s Report– The narrow band radio has been installed, and Wayne has started the inventory of reflectivity signs. During Wayne’s first snow removal, he blew a hose on the plow and had problems with the truck. Also, a window was broken when Wayne drove past the Strommen factory on Gould Hill Rd. Steve will take care of it.
Plan Commission– Chuck Guerink appeared before the Board for approval of a yard setback. Dan Reeson excused himself from the discussion to avoid conflict of interest. After some discussion, Dan Truttmann move to approve the setback variance, Steve Hermanson 2nd. Motion carried. Dan Reeson signed the Town Review of County Application requiring a Public Hearing. Also, Dan Reeson and Dan Truttmann attended a Farmland Preservation tech advisory meeting to discuss the map with subdivisions. We need to reconcile the FLP map with our Comprehensive Plan. The issue is that the FLP map shows only a few areas marked residential while the Comprehensive Land Use map indicates many are marked residential. The Plan Commission will have to compare the maps and suggest changes.
Public Comments– Eric Peterson wondered if the Board had looked for new chains for the grader. Steve had looked but didn’t price them since he didn’t know the size. Special requirements are in place for purchasing salt from the County.
Old Business
Concealed Carry– Steve Hermanson move that the Town purchase a sign for concealed carry, Dan Truttmann 2nd. Motion carried. Dan Truttmann will have a sign made and posted outside the building prohibiting guns in the Town Hall.
Fee for Employee Grievance Procedure– The fee will be $100.00 per hour.
New Business
Vierbicher Contract/New Contract with Mike Fenley– Mike Fenley appeared before the Board asking to take over the account the Board had with Vierbicher, as Vierbicher is dropping the building inspection part of their business and will no longer service the Town of York. Dan Reeson move to sign a contract with Fenley Total Inspections, LLC as of November 9, 2011, Dan Truttmann 2nd. Motion carried.
Todd Haase, surveyor appeared to ask a few questions about the Sally Canfield property as she is currently doing some estate planning. The Board agreed that there should be no problem with what Mr. Haase and Ms. Canfield are planning.
Approve New Glarus EMS Contract– Dan Reeson move to approve the New Glarus EMS contract for 2012, Steve Hermanson 2nd. Motion carried.
Budget– The Board may a few minor changes to the proposed 2012 budget. Ann will make changes and prepare copies for the November 22nd Budget Hearing.
Driveway Permit– Dan Reeson – Steve Hermanson move to approve a driveway permit for Dan Reeson, Dan Truttmann 2nd. Motion carried. $1300.00 collected.
Driveway Refund– Keith Wenger- Dan Reeson move to approve a driveway refund of $1156.63 to Keith Wenger, Steve Hermanson 2nd. Motion carried.
Adjournment– Steve Hermanson move to adjourn the meeting, Dan Truttmann 2nd. Motion carried. Meeting adjourned at 10:05 P.M.
