Annual Meeting and Public Hearing
Tuesday, April 19, 2016
The meeting was called to order at 8:00 P.M. Present were Chairman Dan Reeson, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, Treasurer Ann Carlson, and Clerk Nancy Anderson along with Rural Land Commission Committee members Bob Bergman and Nana Schowalter. Minutes for the 2015 Annual Meeting were read. Bob Bergman move to approve the minutes, Tim Czerwonka 2nd the motion. Motion carried.
Treasurer’s Report– Ann Carlson distributed copies of the 2015 financial reports, along with the 2016 budget. Several questions and comments were answered.
Discussions/Comments on Various Matters
- Dan met with the Bridge Inspector for the final inspection of the newly completed Poplar Grove Road Bridge. The approach to the bridge is breaking up some, and will need minor repair.
- Congratulations to Tim Czerwonka on completing his first year as 1st Supervisor.
- Bob Bergman asked about the two farmers who recently purchased farms with the intention of selling off the buildings and retaining the crop acres. This is a violation of the Land Division-Development Ordinance, which requires a new owner to own the property for five years before selling any portion of that farm. Steve noted that the intention of the rule was to discourage developers who would want to quickly divide and sell the parcels for profit, but this would amount to discrimination. The law, however, would also affect farmers in a negative way. A variance or some other means would have to be pursued. The Plan Commission will address this at their next meeting.
- Bob was also concerned about the traffic pattern in and around the Recycling Center. Citizens enter and leave from both directions, which, during busy times can become a little hectic and potentially create an unsafe environment. The Board has discussed this on different occasions without any viable solutions. Possibly extending the Wednesday evening drop off might help to eliminate some of the traffic congestion.
- A Town Newsletter will be published again this coming October.
- Schedule 2017 Annual Meeting-Steve Hermanson move to schedule the 2017 Annual Meeting for Tuesday, April 18, 2017 at 8:00 P.M. at the York Town Hall, Ann Carlson 2nd the motion. Motion carried.
Adjournment– Bob Bergman move to adjourn the meeting, Nana Schowalter 2nd the motion. Motion carried. The meeting adjourned at 8:47 P.M.
Public Hearing for Citation Ordinance No. 16-02
- The Citation Ordinance was distributed. Nancy noted that this ordinance was drafted using State Statutes, input from two towns in Green County, and legal advice from Dan Bartholf. The attachment, Exhibit A, will list the citations for any ordinances present and future. Dan Reeson asked that this matter be put on the May agenda, so the Board can approve the measure.
Adjournment– Steve Hermanson move to adjourn the meeting, Tim Czerwonka 2nd the motion. Motion carried. The meeting adjourned at 8:58 P.M.
