Minutes of Monthly Board Meeting

Tuesday May 13, 2025

The meeting was called to order by Dan Truttmann at 7:11 pm.  The meeting was held via video conference on Zoom and in person.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present.  Verification of proper notice was given.

Public Comment – (collectively and individually) Dave Kuehnel, Scott Gatzke, David Higham and Pam Higham shared concerns and requests on industrial park rezoning recently approved on State Rd 39:  want more details on meeting notice for rezoning matters and improved communication on rezoning process; request ordinance on industrial/dumping/storage sites that is retroactive to include this business; identify contact person for issues – Travis Leonard suggested contacting owner first to resolve; shared Green County referred concerns back to Town; concerns on ground water, parked vehicles on site, property values, and preserving ‘character’ of area; compared approval/zoning processes of agricultural vs industrial; view York’s Vision Statement as a promise to residents; and asked to be included in future solutions.

Dan Truttmann explained Town approval was to confirm rezoning request didn’t violate any existing ordinances as York doesn’t do own zoning; and will refer to Plan Commission and attorney for further discussion and if ordinance appropriate.  Dan also suggested attending upcoming solar/wind power meetings; Clerk post details on website.

Minutes of 4/15/2025 Town Board Meetings – Minutes were presented.  Motion made by Dan Truttmann to approve minutes as presented; second by Aaron Gifford.  Motion carried.

Treasurer’s Report – The Treasurer’s Report was presented; noting clarifications on entries; reported 2024 audit complete and Accountant invoice paid; Accountant filed CT report; SLFRF report filed by deadline with Treasury; suggested additional person with SAM.gov access; and shared one poll worker endorsed check back to Town for last 2 elections.  Motion made by Travis Leonard to approve treasurer’s report; second by Aaron Gifford.  Motion carried.

Bills to be Paid – none

Patrolman’s Report – Lance Moen reported work on downed tree in creek/roadway, culverts, potholes, equipment maintenance, mowing, spraying parsnip/weeds.  Dan Truttmann stated will be purchasing digital level for Town.

Plan Commission Report – didn’t meet so nothing to report.

Business Items-

  1. Approve driveway permit application for Kevin and Cynthia (Katy) Kovall: Discussed ‘unnamed road’ and Driveway Permit Ordinance 12-3 for shared driveways.  Motion made by Travis Leonard to approve the driveway permit for Kevin and Cynthia Kovall provided that the ‘unnamed road’ meet the York Town width requirement for a shared driveway, which is 18’; second by Dan Truttmann.  Motion carried.
  2. Approve the Green County identified road work projects: Review of County’s ROAD projects, not the state’s Bridge projects that were included in meeting materials packet in error – Clerk to update meeting materials on website.  Motion made by Aaron Gifford to approve the Road Work Projects from Green County as presented in the amount of $102,535; second by Travis Leonard.  Motion carried.
  3. Approve resolution to borrow funds for purchase of plow truck and equipment: Discussion on levying for payments, starting in 2026 and bank must use WBA documents if levying.  Motion made by Dan Truttmann to approve Resolution 2025-01 to borrow $250,000 from Woodford State Bank for purchase of new plow truck and equipment; second by Travis Leonard.  Motion carried.
  4. Discuss options to pay warranty on purchase of plow truck and equipment: Clerk-Treasurer shared total is $5,110 and have $35,266 in reserve account. Warranty should be paid now, not when truck delivered.  Board advised Clerk-Treasurer to make payment from reserve account.

Further discussion regarding addition of Brine System to plow truck equipment order.  Motion made by Dan Truttmann to approve the addition of pre-wet Brine System to the equipment order for new plow truck in amount of $9,361; second by Aaron Gifford.  Motion carried.

  1. Discuss Noxious Weeds notice: Aaron Gifford confirmed no additional plants to include in notice. Clerk-Treasurer to post notice on website.
  1. Approve budget amendment for bathhouse donation to Friends of McKellar Park: Motion made by Dan Truttmann to amend the 2025 Budget to add $10,000 to GL#59720 Donations to Other Entities/Cemeteries for bathhouse donation to Friends of McKellar Park and money to be drawn from the unallocated reserve funds; second by Travis Leonard. Motion carried.
  1. Discuss responsibility of dead tree near road: Lance Moen shared details on dead tree leaning next to Sawmill Road and how to handle as on private property. Board requested Patrolman contact owner to cut down before falls in road, or for joint effort in clearing while sharing expenses, or if Town to remove on own while sharing expenses.

Adjournment – Travis Leonard made motion to adjourn; second by Aaron Gifford.  Motion carried.  The meeting adjourned at 9:20 pm.
