Minutes of Monthly Board Meeting
Monday, June 23, 2025
The meeting was called to order by Dan Truttmann at 7:05 pm. The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.
Public Comment: Pam Higham asked for updates on industrial parcel and David Higham asked if purchase was complete. Board stated no updates other than Clerk receiving engineering firm email suggesting purchase complete.
Minutes of 5/13/2025 Town Board Meetings: Minutes were presented. Motion made by Dan Truttmann to approve minutes as presented; second by Aaron Gifford. Motion carried.
Treasurer’s Report: The Treasurer’s Report was presented along with Assets/Liabilities report. Board members reported receiving verbal and written ‘thank you’ for York’s donation to Blanchardville bathhouse. Brenda Hackbart shared details on: various ledger entries; worked with accountant on levy funds; amended budget for bathhouse donation; creating ledger accounts and spreadsheet for plow truck loan transactions; confirmed all insurance claims filed to date are closed; payroll tax issue resolved; verified continued annual payment for technology services; presented printed final audit reports to Board with clarifications from accountant; reported ‘stop pay’ expense on check lost in mail; still waiting for Bridge Aids funds; budgeted amount for Clerk-Treasurer expenses are over budget as include multiple monthly & payroll service fees – Board said may split this out during next year’s budget proposal; and identified different ledger account used in 2025 for payroll taxes from prior years – Board will discuss at later date if need to re-map the ledger account. Dan Truttmann shared NG Fire Truck will arrive earlier (March 2026) and informed Ron Erickson that York doesn’t need any delivery delay. Motion made by Aaron Gifford to approve treasurer’s report; second by Travis Leonard. Motion carried.
Bills to be Paid: Report was presented. Motion made by Dan Truttmann to approve bills to be paid as presented; second by Aaron Gifford. Motion carried.
Patrolman’s Report: Lance Moen asked for Clean Sweep date (Clerk verified August 6, 2025 and posted on website); reported routine work on weeds, mowing, downed trees removal, add gravel to driveways, worked with owner on downed tree on Sawmill Rd, low freon in tractor; monitoring tree near bridge in right of way, posts & culverts near bridges; no road work started and no “6 – 20 ft” culvert report received yet from county. Dan Truttmann received digital level; will submit invoice to Town. Resident complained about cutting lilac bush; Patrolman confirmed was in right of way and that County did the cutting.
Plan Commission Report: Dan Truttmann wasn’t present at PC meeting – read emailed updates from John Knicker: PC continues to work with Town attorney on new Land Division ordinance draft; PC to review Vierbicher inputs on driveway ordinance update; Board is asked to review and forward driveway input to PC; PC considering creation of lighting ordinance as next topic with April Prusia’s ordinance examples to begin discussions.
Business Items-
- Approval of driveway permit fee refund for Brian Schlafli: Lance Moen confirmed installed according to requirements. Motion made by Dan Truttmann to approve the driveway permit fee refund for Brian Schlafli; second by Travis Leonard. Motion carried.
- Update and discussion on tracking Recycling Tags: Clerk shared challenges with tracking tag numbers and which violation letter to send; use of different spreadsheets over various years; other municipal clerks suggestions including use of windshield stickers vs tags vs charging for recycling. Discussion on costs and resident use of numbered tags vs stickers, impact of verifying residency at time of center visit, recertifying in alternating years, how to track for violation letters, use of security cameras to monitor after hours violation, inability to identify without name/address. Dan Truttmann to discuss with GRC supervisor.
- Review fraudulent email: Clerk provided sample of scam email and legit email as comparison for training; shared details on another fraudulent scam sent to several other municipalities under Open Records law.
- Required employee forms: Clerk to distribute required forms to all employees and retain for Town records.
- Update on Employee Handbook creation: Clerk provided League of WI Municipalities sample; will review and provide suggested updates at next Board meeting.
- Discussion on cancelling July Board meeting: Board discussed authority to skip regular board meeting, how to address urgencies to be handled prior to August Board meeting. Clerk to post notice stating July meeting cancelled.
Adjournment – Travis Leonard made motion to adjourn; second by Aaron Gifford. Motion carried. The meeting adjourned at 8:28 pm.
