Minutes of Monthly Board Meeting

Tuesday, April 21, 2026

Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order by Dan Truttmann at 7:43pm.  The meeting was held via video conference on Zoom and in person.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present.  Verification of proper notice was given.

Public Comment: none

Minutes of 3/10/2025 Town Board Meetings: Minutes were presented. Motion made by Dan Truttmann to approve the Minutes from the last meeting; second by Aaron Gifford.  Motion carried.

Treasurer’s Report: Brenda Hackbart reported new fee income from Green County for patrolman installing fire signs – confirmed ledger account; expressed gratitude to Green County Clerk for rug donation; Clerk reported removal of election official, flag issues, smooth process with Badger Books at Spring Election – suggested install of ice damn barrier before November election; temporary increase in postage; 2025 year end audit draft report presented to Board for review; confirmed all tax amounts shown on Balance Sheet have been paid to schools, etc.  Motion made by Dan Truttmann to approve treasurer’s report; second by Travis Leonard.  Motion carried.

Bills to be Paid: Report was presented; discussion on annual bill for New Glarus EMS – Board to monitor services and consider termination of contract if appropriate; discussion on Green County Highway Dept statements – Clerk to confirm with county will send $600 credit from 1/2026 statement.  Motion made by Dan Truttmann to approve bills to be paid; second by Aaron Gifford.  Motion carried.

Patrolman’s Report: Lance Moen reported clearing ditches/culverts/brush, obtaining bids for side boards and door label for new plow truck, completed road inspections with Green County Highway Dept.

Plan Commission Report: John Knicker provided details on updates to Land Division ordinance; need to determine ‘fee schedule’ yet.  Dan Truttmann noted process for requestors to go through Vierbicher to remove Plan Commission from decisions to remain unbiased.  Dan Truttmann shared TDS fiber line maps added to website.

Business Items:

  1. Approval of driveway permit for Steve and Carol Tallman: Motion made by Travis Leonard to approve the driveway permit for Steve and Carol Tallman; second by Aaron Gifford.  Motion carried.
  2. Approval of Town of York Subdivision and Platting Ordinance: Motion made by Dan Truttmann to put the ordinance on the table; second by Travis Leonard. Motion carried.  Discussion on updates from prior meeting with Plan Commission including # of acres, splits, transfers, fees, benefits from the many discussions, removal of soil type, minimum lot size, enforcement with new homes starts when building permit issued, delayed effective date to allow for rescinding of Resolution 2022-3.  Motion made by Dan Truttmann to approve Land Division Ordinance 2026-04 with a start date of July 1, 2026; second by Travis Leonard.  Motion carried.
  3. Approval of CSM for Sally Nealis: Motion made by Travis Leonard to approve the CSM for Sally Nealis; second by Dan Truttmann.  Motion carried.
  4. Approval of Noxious Weeds list: Aaron Gifford confirmed list is correct; discussed application of pesticides with patrolman.  Motion made by Dan Truttmann to approve Noxious Weeds list; second by Travis Leonard.  Motion carried.
  5. Discuss small structure on Postville Road: Discussion on Inspection Report received and opportunity to apply for Local Small Structure Improvement Program (LSSIP) grant funds. Dan Truttmann and Brenda Hackbart will work on the LSSIP application and seek assistance from Cedar Corporation for a fee if necessary.
  6. Approval of road repairs: Clerk provided Board with repair bids from Green County Highway Dept (identified projects as #2601-2611).  Patrolman provided bids on Yankee Hollow and York Center Rd from Scott Construction. Board and Patrolman referred to findings from 4/16/2026 road inspection.  Discussion on severity of each road, type of repair, costs/color/type of materials used, bid/estimate comparisons, current budget amount, status of prior repairs, increase in budget amount for 2027, coordinated timing if use both county and Scott Construction on same road, option to set up reserves each year for multi-year planning.  Patrolman to contact Scott Construction for bids on additional roads and questions on materials.  Motion made by Travis Leonard to approve road projects #2601, 2602, 2605 as adjusted ($50,000 through Scott Construction), and 2607; second by Dan Truttmann.  Motion carried.

Lance Moen received callback from Scott Construction; they confirmed can provide bids for other roads, offered expertise in                  materials and types of repairs.  Motion made by Travis Leonard to amend previous motion to remove project #2605 and add                  2609 at value of $50,000 (through Scott Construction); second by Aaron Gifford.  Motion carried.

  1. Approval of compensating election officials for training: Clerk shared compensation is allowed per state statute, noted hours of in-person training for this election term to date, election officials do online training on own timeframe, expect more hours throughout rest of this election term, hourly rate for election officials working elections varies based on role. Board approved paying same hourly rate based on role for in-person training, clerk to track hours, and pro-rate compensation as of 1/1/2026.  No vote is required since only a clarification on process.
  2. Discuss member alternatives for Board of Review: Clerk shared only documentation found; nothing since 2010 located. Board decided not required since 2026 not a revaluation year but will consider a list for next year.

Clerk shared concerns about fire signs for a new resident on Jeremiason Lane and shared details from Green County on process.  Clerk to follow up with resident.

Adjournment: Travis Leonard made motion to adjourn; second by Aaron Gifford.  Motion carried.  The meeting adjourned at 10:25 pm.
