Budget Hearing

Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order at 7:03 pm. The meeting was held as a video conference on Zoom due to the COVID-19 pandemic. Chairman Steve Van Hout, 1st Supervisor Tim Czerwonka, 2nd Supervisor Steve Hermanson, and Clerk-Treasurer Jessie Schlumpf were present.

Verification of proper notice- The Budget Hearing notice, the Special Town Elector Meeting agenda (to adopt the tax levy), and the agenda for the Town Board Special Meeting were posted on the Town website, at the town hall, at York Church, and at the Pete Leonard farm on October 27, 2020.

Budget Presentation and Discussion- Jessie Schlumpf presented the budget with a proposed levy of $244,897, total income of $393,327, total expenditures of $378,412, and a net income of $14,915. The budget included updated figures for Blanchardville Fire Department, Blanchardville EMS, and New Glarus EMS. Steve Van Hout made a motion to adopt the new budget numbers for the Blanchardville Fire Department, Blanchardville EMS, and New Glarus EMS; second by Tim Czerwonka. Motion carried.
Adjournment- Steve Hermanson made a motion to adjourn; second by Tim Czerwonka. Motion carried and the budget hearing adjourned at 7:20 p.m.

Special Meeting to Adopt Tax Levy

The meeting was called to order at 7:20 p.m.
Highway Expenditures- There were no highway expenditures to discuss.
2020 Tax Levy Payable in 2021- Heidi Hankley made a motion to adopt the town tax levy for 2020 (to be collected in 2021) in the amount of $244,897; second by Tim Czerwonka. Motion carried by a vote of 8 ayes, zero nays, and zero abstaining.
Adjournment- Steve Hermanson made a motion to adjourn; second by Tim Czerwonka. Motion carried and the special meeting of town electors adjourned at 7:27 p.m.

Town Board Special Meeting

The meeting was called to order at 7:27 p.m.
Adopt 2021 Budget- Discussion was held regarding the proposed 2021 budget. Steve Hermanson asked about the budget amount for an audit. Jessie realized that she had omitted a line item for the 2021 audit. Steve Hermanson made a motion to make an audit fee expense of $6,000 for the 2021 budget; second by Steve Van Hout. Motion carried. Discussion about using Tara Baste as a possible auditor for the Town of York. The board also discussed whether an audit needs to be done for the 2020 budget year. Steve Van Hout will check with the Wisconsin Towns Association regarding whether an audit is needed for the 2020 tax year. Steve Hermanson made a motion to accept the proposed budget for 2021 with total income of $393,327, and total expenses of $384,412, for a net income of $8,915; second by Steve Van Hout. Motion carried.
Discussion regarding Deductible for Truck Repair- Discussion was held regarding when the patrolmen are happy with the truck repair that payment of the deductible for the repair will be made at that time.
Adjournment- Steve Van Hout moved to adjourn the meeting; second by Tim Czerwonka. Motion carried. The meeting adjourned at 7:39 pm.
